Management and Program Analyst
This position is located Office of Special Education and Rehabilitative Services (OSERS) Rehabilitation Services Administration (RSA). RSA supports the Data Collection and Analysis Unit which collects, analyzes, and reports data submitted by five formula grant programs, including the State Vocational Rehabilitation (VR) Services program, under the Rehabilitation Act of 1973, as amended.

As a Management and Program Analyst, GS-0343-13, you will be responsible for: Participates in the administration of the performance accountability provisions in Title I of Workforce Innovation and Opportunity Act (WIOA) for the vocational rehabilitation (VR) program, negotiating performance measures and evaluating program effectiveness. Serves on project teams to deliver technical assistance regarding data collection and reporting requirements, evaluates internal control systems, creates analytical tools to support program evaluation and continuous improvement for VR agencies. Conduct quantitative and qualitative analyses of program operations and outcomes, advise management on analytical methods and procedures, and maintain systems for data collection and reporting to ensure alignment with goals and objectives. Participate in work-groups to develop program guidelines, assist in identifying goals and objectives, and serve on monitoring teams for grantees, including planning, conducting reviews, and preparing reports and corrective action plans. Supports responsible data sharing collaboration with Federal and non-federal entities, maintains broad contacts to disseminate information, promote goals, and negotiate solutions to complex issues affecting program effectiveness. As a Management and Program Analyst, GS-0343-14, you will be responsible for: Directs the administration of the performance accountability provisions in Title I of Workforce Innovation and Accountability Act for the vocational rehabilitation (VR) program, negotiating performance measures and evaluating program effectiveness. Leads project teams to deliver technical assistance regarding data collection and reporting requirements, evaluates internal control systems, and creates analytical tools to support program evaluation and continuous improvement for VR agencies. Qualifications
The U.S. Department of Education (ED) has interagency agreements (IAAs) with other agencies to ensure efficient delivery of funded programs and activities and move closer to fulfilling the President's promise to return education to the states. Employees may receive detail assignments to these agencies in support of the IAAs. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
- Experience with the Workforce Accountability provisions of 29 U.S.C. § 3141 for the core workforce programs administered under the Workforce Innovation and Accountability Act (WIOA).
- Experience in data analysis and program evaluation.
- Experience synthesizing data and insights into effective written and visual work products, data tools, and oral presentations.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). - Knowledge of Federal or state laws, regulations, policies and information collection systems pertaining to Workforce Innovation and Opportunity Act performance assessment.
- Knowledge of the technical aspects of data collection and reporting in the context of federal grants, creating data analytic tools.
- Knowledge of data analytic approaches and methods; data analysis tools such as SQL, Microsoft Excel, Python, R, Power BI or Tableau
- Knowledge of program evaluation, identifies insights into program efficiency and effectiveness, producing written evaluative and analytic work products.
- Knowledge of the implementation of data sharing agreements; development of compelling presentations, visualizations, and narrative arguments in support of policy objectives.
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience, Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
- Experience with the Workforce Accountability provisions of 29 U.S.C. § 3141 as applied to the State Vocational Rehabilitation program (WIOA Title IV).
- Experience in leading roles as a data analyst or program evaluator.
- Experience using data and insights to influence leaders and other stakeholders through effective written and visual work products, data tools, and oral presentations.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). - Knowledge of State VR programs in the context of Workforce Innovation and Opportunity Act performance assessment to apply federal or state laws and regulations in the evaluation and interpretation of outcomes.
- Knowledge working with the improvement and maintenance of data quality
- Knowledge necessary to independently conduct in-depth data analyses; advanced ability with data analytic tools such as SQL, Microsoft Excel, Python, R, Power BI or Tableau; in applying statistical methods in program evaluation contexts.
- Knowledge to independently plan for and conduct program evaluations, ability to communicate insights into program efficiency and effectiveness, independently produces well written evaluative and analytic work products.
- Knowledge of the State Wage Interchange System and Social Security Administration/Health and Human Services/Department of Education data sharing agreements and the development of compelling presentations, visualizations, and narrative arguments in support of policy objectives.
Education
