Major duties

As a EQUAL EMPLOYMENT MANAGER at the GS-0260-14 some of your typical work assignments may include: Oversee complaint-process quality and compliance: Evaluate counselor and investigator reports for completeness and compliance; coordinate with host organizations, DoW investigative offices, and contract investigators; and provide administrative and logistical support for investigations. Advise leadership and coordinate with stakeholders: Provide agency-level advice to senior leaders, managers, employees, General Counsel, acquisition/contracting personnel, and other offices on EEO complaint issues, legal/regulatory implications, and recommended actions. Develop policy and procedures: Draft and maintain DTRA-wide EEO complaints policies, procedures, guidance memoranda, and field instructions. Manage case tracking and reporting: Maintain the system for tracking complaint status, analyze complaint data and trends, prepare required internal and external reports, and draft leadership or Congressional-response material related to EEO matters. Lead ADR efforts: Serve as the Agency ADR Adviser by designing, implementing, monitoring, and evaluating ADR for EEO and other employment-related disputes. Identify and address systemic issues: Conduct workforce, organizational, occupational, and employment-practice analyses to identify barriers or trends; recommend corrective actions; and support affirmative-employment and EEO program goals.` Training, assessments, and representation: Train the workforce and managers on EEO compliance; participate in Staff Assistance Visits and climate assessments; and represent DTRA in DoW, EEOC, OPM, and professional forums.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Managing, processing, adjudicating, advising on, or overseeing formal Federal-sector equal employment opportunity (EEO) discrimination complaints, including acceptance/dismissal determinations, investigations, settlement efforts, hearings, final agency decisions, or corrective actions Applying Federal-sector EEO laws, regulations, and EEOC guidance, including 29 C.F.R. Part 1614, to resolve complex employment discrimination and retaliation matters Reviewing and evaluating complaint case files, counseling reports, investigative reports, and/or proposed case actions for legal or procedural sufficiency, timeliness, completeness, and compliance. (SPECIALIZED EXPERIENCE MUST BE CLEARLY DEMONSTRATED IN YOUR RESUME) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
