This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for overseeing integrated security programs; interpreting and applying security policies and regulations; safeguarding classified information; administering personnel, physical, information, industrial, OPSEC, and COMSEC requirements; advising senior leaders on security matters; coordinating with internal and external security organizations; and supervising security personnel.

Major duties

As a SUPERVISORY SECURITY SPECIALIST at the GS-0080-14 some of your typical work assignments may include: Serves as the Supervisory Security Specialist responsible for developing, implementing, managing, and overseeing DSCA security programs across personnel, physical, information, industrial, Controlled Unclassified Information (CUI), operations security (OPSEC), and communications security (COMSEC) disciplines. Coordinates, collaborates, negotiates, and resolves DSCA security-related issues with government and private-sector stakeholders. Serves as a principal security subject-matter expert developing, implementing, and executing security policies, procedures, and standards to safeguard national defense information. Develops and oversees physical security measures to protect personnel, facilities, equipment, materials, and documents from unauthorized access, espionage, sabotage, damage, and theft. Uses security information systems to input, retrieve, manage, and validate personnel and contractor security information, including the Defense Information System for Security, Access Management Systems, Security Operations systems, and Contracting Verification System. Provides senior DSCA leadership and staff with OPSEC policy guidance, support, and procedural direction for special access programs and programs involving highly sensitive compartmented national security information. Supervises eight civilian security specialists, generally ranging from GS-11 through GS-13 levels, and two Contractors; exercises full supervisory and personnel management responsibilities.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: managing or overseeing integrated security programs; interpreting and applying security policies and regulations; safeguarding classified information; administering personnel, physical, information, industrial, OPSEC, and COMSEC requirements; advising senior officials on security matters; coordinating with internal and external security organizations; and leading or supervising security personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
