Visual Information Specialist (Training Design)

Major duties

• As a Visual Information Specialist (Training Design) you will be responsible for the following duties (if selected at the GS-11, duties will be performed in developmental capacity):
• Following the ADDIE Process, integrate adult learning theories and instructional systems design principles to develop end-to-end training packages, including comprehensive design plans, structured curricula, course outlines, participant workbooks,...
• CONTINUED.... interactive slide presentations, and computer-based training (CBT) modules.
• Design, sequence, and author interactive e-learning courseware and digital training solutions tailored to optimize knowledge acquisition and retention across virtual platforms, traditional classrooms, and self-paced learning environments.
• Serve as an instructional design and educational technology expert, advising instructors and project teams on selecting, structuring, and executing hands-on interactive activities and collaborative tools across distance learning platforms.
• Manage the full instructional project lifecycle from storyboarding to final deployment
• Develop targeted pre- and post-instructional evaluations to measure training effectiveness; and publish, test, and manage SCORM/xAPI course packages and reporting within DLA’s Enterprise Learning Management System (LMS).
• Conceptualize and translate complex, abstract concepts, processes, or written regulations into engaging visual representations—including custom infographics, process workflows, motion graphics, and vector/raster illustrations...
• CONTINUED...utilizing Articulate 360 and multimedia/graphics software such as Adobe Creative Cloud—Photoshop, Illustrator, Premiere Pro.
• Operate professional studio production equipment (high-definition cameras, lighting grids, audio systems, teleprompters)
• Perform end-to-end video/audio recording, editing, and motion design using Adobe Premiere Pro, After Effects, and Audition for live broadcasts and staged instructional scenarios.
• Deliver direct live operational and technical support for virtual training sessions and studio broadcasts;
• Provide audiovisual (AV) hardware/software troubleshooting for physical conference/classrooms and coordinate with IT specialists to resolve systems and network issues.
• Remediate, format, and maintain digital instructional media to ensure strict compliance with Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines (WCAG)
• Design and publish polished electronic and print collateral (job aids, brochures, guides).

Qualifications

To qualify for a Visual Information Specialist (Training Design), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: Assisting in the development, formatting, and delivery of accessible digital training materials and solutions for diverse audiences across virtual platforms, instructor-led sessions, or computer-based training adhering to Web Content Accessibility Guidelines. Utilizing standard course authoring tools and multimedia/graphics software to support the creation of learning products grounded in instructional design principles and adult learning theories. Participating in the collection and analysis of training evaluation data, metrics, and participant feedback to improve course effectiveness while providing basic operational and troubleshooting support for distance learning platforms or audiovisual systems. GS-12: Independently developing, producing, and delivering accessible digital training solutions and courseware for diverse audiences across virtual platforms, instructor-led sessions, and computer-based training ensuring effective knowledge transfer grounded in instructional design principles and adult learning theory. Utilizing the ADDIE process, course authoring software and video/audio production software along with vector and raster graphics tools to conceptualize and produce complex visual assets, motion graphics, and video productions. Evaluating training program outcomes using quantitative and qualitative data to optimize future curriculum development and maximize learning effectiveness. Managing project lifecycles and e-learning packages within an Enterprise Learning Management System. Operating studio video production and audiovisual equipment in both live and staged broadcast environments. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-12: There is no education substitution at this level. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform the common tasks of the job to be filled as well as more complex duties such as: Assisting in the development, formatting, and delivery of accessible digital training materials and solutions for diverse audiences across virtual platforms, instructor-led sessions, or CBT modules adhering to Web Content Accessibility Guidelines; Utilizing standard course authoring tools and multimedia/graphics software to support the creation of learning products grounded in instructional design principles and adult learning theories; and participating in the collection and analysis of training evaluation data, metrics, and participant feedback to improve course effectiveness while providing basic operational and troubleshooting support for distance learning platforms or audiovisual systems.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
