Supervisory Property Disposal Specialist - Expeditionary Civilian (EC)

Major duties
- Plans, schedules, and coordinates the daily and long-term technical and administrative operations of the organizational unit.
- Establishes clear performance standards and evaluates employee performance.
- Provides essential staff support to DLA Disposition Services Site Chief, keeping them fully appraised of current project milestones, emerging issues, and the overall progress of program objectives.
- Analyzes, plans, and affects best utilization and management of Disposition Services business operations and resources.
- Participates as a key advisor with top management and line officials to develop long-range program goals, determine organizational structures, and plan staffing resource allocations.
- Applies advanced work simplification and cost-reduction methodologies on a continuing basis to improve operational efficiency.
- Serves as functional subject matter expert directing end-to-end inventory control operations, discrepancy resolution, and enterprise audit readiness for accountable and non-accountable storage activities
- Monitors, reconciles, and audits physical inventory results and records management data across enterprise automated systems, including DLA Enterprise Business System, EoD Emall, VLIPS, and associated service networks.
- Ensures compliant cost-effective lifecycle accountability and disposition of worldwide excess, surplus, and hazardous material assets
- Researches and resolves inventory discrepancies, investigates physical gains and losses, processes cancellations, and makes authoritative determinations on denied issues while analyzing adjustment trends to remediate systemic deficiencies.
- Leads internal control evaluations and implements annual test plans aligned with OMB circular A-123 and federal statutory mandates
- Coordinates response to internal and external audit inquiries, establishes corrective action plans to resolve deficiencies, and optimizes business processes across functional lines to ensure full synchronization with strategic audit readiness goals
Qualifications
To qualify for a Supervisory Property Disposal Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Disposing of property through reutilization, transfer, donation, sales, abandonment and/or destruction or removal via service contract. Experience in the business of surplus property disposition to include principles of DEMIL property and requirements, receiving, warehousing, reutilization, merchandising and marketing, and business financial management Performing property disposal management, property accountability, property control, and advisory activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Expeditionary Civilian (EC) position (designated EE Remain In Place). The incumbent may deploy via temporary reassignment or remain in place during crises to support contingency operations and may participate in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing organizational effectiveness and therefore requires screening from military recall. Military Reservists must arrange removal from the reserve component prior to appointment. EE positions are subject to combat-support deployments via TDY orders and may qualify for additional compensation based on Department of State combat-zone determinations. The incumbent is subject to repeated deployments not to exceed 6 months, with possible 12-18 months dwell time and may redeploy as soon as 90 days after return. The incumbent must sign the EC Statement of Understanding and Agreement, maintaining readiness, equipment, training, and qualifications at all times. Non-deployment duties at the home station support DLA Disposition Services operations. Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
