Major duties

  • Establishes Region manuals and Standard Operating Procedures (SOPs) focused on the effective management of the Commanders/Director SOH program related to IH program for host site and field level activities.
  • Reviews plans, programs, safety system designs and implementation procedures for operations within a Region and DLA activities.
  • Serves as the technical advisor to regional leaders and personnel to analyze and resolve diverse, high-risk hazards, including industrial maintenance operations, distribution operations, chemical hazards, and related hazardous materials.
  • Serves as Region Industrial Hygienist, with full responsibility for planning, directing and operating the Region Defense Occupational and Environmental Health Readiness System – Industrial Hygiene (DOERHS-IH) Program Office.
  • Coordinates with Safety and Occupation Health (SOH) staff and performs analysis of Region employee exposures, occupational medical surveillance enrollment, and adverse trends.
  • Prepares comprehensive investigative reports describing the findings of the investigation, to include recommendations for corrective actions to prevent recurrence of similar incidents.
  • Advises DLA Pacific Commander on Public Health issues to include but not limited to communicable disease outbreaks and how it may impact operations in effected area(s).
  • Advise and possibly coordinate Occupational Health requirements for MSCs throughout the Pacific Area of Responsibility.

Qualifications

To qualify for an Industrial Hygienist, your resume and supporting documentation must support: A. Basic Requirement: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or a bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serve as the authoritative subject matter expert (SME) on Industrial Hygiene (IH) and safety issues, providing strategic counsel in the management, and resolution of complex environmental, chemical, physical, and ergonomic hazards while aligning operations with regulatory standards. Analyze employee occupational exposure data and adverse trend metrics to drive appropriate enrollment in occupational medical surveillance programs, mitigating long-term health risks and ensuring compliance with OSHA and NIOSH guidelines. Author and update local IH policies, Standard Operating Procedures (SOPs), and administrative controls, establishing clear compliance base lines and continuous improvement metrics across the organization. Execute comprehensive physical safety inspections, quantitative IH sampling, and mishap root-cause investigations, while developing and delivering technical safety training to cultivate a proactive culture of workplace health. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands The work requires some regular physical exertion. Regular on-site inspections at MSC facilities, operations and administrative office spaces impose physical demands of standing, walking, lifting, bending, crouching and climbing of steps and ladders. Work Environment The work is often performed in an office setting; however, the incumbent will regularly be exposed to hazardous materials including carcinogens, compressed gasses, halogenated hydrocarbons, high levels of industrial noise, inorganic and organic acids, metal fumes and dust organic vapors, wood dust and adverse weather conditions when working in the industrial area. Protective clothing and equipment frequently used includes personnel protective equipment for the head, ears, eyes, hands, feet and body.
