This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense pursuant to 5 U.S.C. § 9905. DISA has been delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, or management background related to the functions of the position to be filled. Veterans' Preference: Veterans' preference does not apply under this Direct-Hire Authority (DHA).

Major duties

  • Develops complex budgetary products across diverse funding streams (e.g., appropriated or working capital funds) throughout the financial planning and execution lifecycle to support executive strategic initiatives.
  • Directs the development of financial policies and procedures to ensure effective strategic planning, resource allocation, and management of large-scale, multi-appropriation budgetary requirements.
  • Provides expert financial advice across the organization regarding the formulation of comprehensive annual budget submissions, long-term financial estimates, and executive-level budget proposals.
  • Conducts operational evaluations and develops recurring or ad-hoc financial analytics, presenting actionable insights to C-suite and senior executive leaders for strategic decision-making.
  • Performs supervisory duties, including directing subordinate supervisors and cross-functional teams, planning workflow, setting strategic priorities, and overseeing administrative actions and performance management.

Qualifications

Specialized Experience: To qualify at the GS-15 grade level, you must possess at least one full year of specialized experience equivalent to the GS-14 grade level in the federal service or private sector. Qualifying specialized experience is defined as leading a team in comprehensive financial planning, resource allocation, and budget formulation for a large-scale enterprise or organization, which must include demonstrating ALL of the following: Budget Formulation & Governance: Leading the development of overarching budget policies, execution guidance, and operational fiscal processes. Strategic Resource Allocation: Evaluating and prioritizing enterprise-level budget submissions to ensure direct alignment with overarching organizational strategy and mission objectives. Executive Fiscal Decision-Making: Authorizing and rendering critical enterprise-, corporate-, or agency-wide budgetary determinations. Policy & Economic Analysis: Assessing the impact of emerging statutory mandates, legislative changes, public policies, or economic shifts on financial planning activities. Executive Defense: Communicating and defending complex budgetary and resource requirements before Senior Executive Service (SES) members, agency leadership, or corporate C-suite executives.
