CYBER OPERATIONS PLANNER

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Developmental/ Senior Work Level within the CES Occupational Structure. It is located in the DoD Cyber Defense Command (DCDC).

Major duties

  • Assists in developing operational and contingency plans, including Commander's Estimates, Base Plans, Concept Plans, and Operation Plans, and prepares Course of Action briefings.
  • Captures operational requirements, evaluates program progress to identify deficiencies, and recommends sequence and timing of key program events and milestones
  • Coordinates administrative and logistical support for conferences and operational meetings, synchronizing short- and long-range calendars and preparing briefing materials
  • Coordinates the development of contingency plans and participates in formulating cyberspace operational doctrine, tactics, techniques, and procedures.
  • Participates in Joint Planning Groups and Operational Planning Teams to identify operational requirements, capabilities, and organizational structures for command missions.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. Qualifying experience at the GG-09 is defined as: Assisting with administrative support for operational meetings; or compiling basic data for program evaluations; or maintaining calendars for planning events; or supporting senior planners with document preparation under close supervision. Qualifying experience at the GG-11 is defined as:Gathering data for operational or contingency plans; or tracking program milestones and requirements; or assisting in the coordination of planning meetings; or providing research support to structured planning teams under closer direction. Qualifying experience at the GG-12 is defined as: Supporting the development of operational plans; or evaluating program requirements to identify deficiencies; or coordinating logistics for planning meetings; or participating in planning teams to recommend courses of action under general supervision. Qualifying experience at the GG-13 is defined as: Assisting in the development of operational or contingency plans; or capturing operational requirements and evaluating program progress; or participating in structured planning teams to develop courses of action; or formulating operational doctrine, tactics, and procedures. Education

GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. . If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education . Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
