This position is part of the Defense Human Resources Activity. The incumbent will support the Office of the Comptroller, Budget Execution Division in executing long-range budget plans and accomplishing the organization's mission to provide world-class financial services support to develop and implement the best standard budget execution, finance practices, processes, and procedures.

Major duties

As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include: Serves as an authoritative technical advisor to the Budget Execution Division Chief, Deputy Comptroller, and Comptroller on long-range execution plans, evaluating substantive program effectiveness, and resolving complex, systemic financial deficiencies. Executes routine and detailed budget analysis by independently extracting, compiling, and analyzing Status of Funds (SoFs) data to prepare and present quantitative baseline budget execution metrics for Center and Office management teams. Manages end-to-end transaction-level funding execution within the Defense Agency Initiative (DAI) enterprise system, independently verifying and processing funding realignments, Purchase Requests (PRs), MIPRs, Interagency Agreements (IAAs), and Intra-governmental transactions (IGTs). Performs formal fiduciary duties as a designated funding document certifier, systematically reviewing agency commitment and obligation (C-O) plans to verify statutory compliance with fiscal law, appropriations guidelines, and Total Obligation Authority thresholds. Coordinates quarterly account reviews and historical reconciliations via the Dormant Account Review-Quarterly (DAR-Q) program using the ADVANA platform, specifically researching canceling-year documentation to prevent statutory violations. Leads agency participation in external financial statement audits, coordinating Financial Improvement and Audit Readiness (FIAR) testing cycles, and directly partnering with process owners to remediate identified business cycle vulnerabilities. Acts as principal financial liaison to various component directors to coordinate complex fiduciary accountability workflows, resource divisions, and enterprise business rules.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Managing and executing multi-appropriation federal budgets across complex funding streams (O&M, RDT&E, and PDW). This includes utilizing automated financial systems (DAI, GInv, ADVANA) to autonomously process funding realignments, Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), Intergovernmental Transfers (IGT's), and Interagency Agreements (IAAs). Planning, coordinating, and tracking agency-wide financial improvement initiatives designed to meet the scrutiny of rigorous external financial audits and sustain clean audit opinions. This includes executing Financial Improvement and Audit Readiness (FIAR) testing activities, compiling complex evidentiary sample packages for inspectors general, and analyzing transactional deficiencies to engineer corrective action plans. Managing comprehensive account reconciliation frameworks, such as the Dormant Account Review-Quarterly (DAR-Q) program using advanced data platforms like ADVANA. This includes researching long-standing or systemic transaction deficiencies, isolating unknown fiscal conditions, and managing closing or canceling-year financial documents to maintain strict fiduciary integrity. Researching, interpreting, and applying overarching federal statutory authorities, including the Chief Financial Officers (CFO) Act of 1990, the Anti-Deficiency Act, OMB Circulars A-123 & A-127, and FMFIA guidelines. This includes serving as a principal financial liaison to external service providers (DFAS, OUSW(C)) to negotiate intricate business rules, resolve systemic accounting defects, and build compliant operational policy frameworks. Analyzing individual organizational division commitment and obligation (C-O) plans to compile and present structured, quantitative execution data to leadership (Comptrollers and Division Chiefs). This includes independently evaluating financial performance variables, identifying baseline systemic challenges across multi-agency program structures, and delivering authoritative corrective recommendations to mitigate structural risk. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
