Major duties

  • Serves as the Chief of the Staffing and Classification Program Office managing the full range of talent acquisition, Federal staffing, classification / position management, workforce transition, pay/compensation services and programs.
  • Provides expert level support to executives and managers on the interpretation and application of Talent Acquisition, Federal Staffing, Classification/ Position Management, Compensation, and Workforce Transition programs, regulations and policy.
  • Responsible for formulating and interpreting policy related to staffing, pay/compensation and classification clarifying their application and effecting changes in policies, regulations and instructions.
  • Maintains constant liaison with DFAS leadership and partners with DoW, OPM, and Executive Branch regulatory agency representatives to align enterprise-level civilian human resources initiatives and policies.
  • Represents the Agency at senior level meetings and working groups and serves as a consultant for committees and organizations concerned with HR programs and strategy to influence policy within the federal government.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Technical leadership managing Federal civilian HR programs, advising executive officials on organizational decisions, and designing innovative strategies to achieve complex short- and long-term goals. Additionally, your resume must demonstrate experience in AT LEAST ONE of the following areas: Managing the development, implementation, or delivery of Federal civilian staffing, classification, or position management programs and initiatives; OR Designing, leading, or executing comprehensive talent acquisition strategies, candidate sourcing pipelines, and strategic outreach initiatives; OR Developing, reviewing, or modifying Federal civilian staffing, classification, or position management policies to ensure regulatory compliance and recommending strategic improvements. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
