SUPERVISORY FINANCIAL SYSTEMS AND DATA ANALYST

As the Chief Financial Systems & Data Officer in the Office of the Chief Financial Officer (OCFO), the incumbent directs and manages activities focused on oversight of financial systems and data. The incumbent supervises a team that directs the management and integration of financial systems and capabilities within the OCFO and across the DCSA enterprise, and oversees the development and management of DCSA's Financial Management (FM) data strategy, data architecture, and data operationalization.

Major duties

As a Supervisory Financial Systems and Data Analyst you will be responsible for the following duties: Oversee a team of financial systems and data specialists, analysts and/or accountants who are involved in the design, development, testing, and eventual deployment of FM aspects of various emerging business programs and systems. Exercise independent assessment and interpretation financial management policies and procedures impacting or requiring the use of DCSA financial data and/or overall operation of DCSA financial business systems. Recommend courses of actions to address financial system and data deficiencies and develops subsequent policy and procedure recommendations for the efficient and effective use of financial system and data capabilities. Review financial system and data internal controls to ensure compliance with established federal and DoD policy and regulations as well as current DoD Financial Improvement and Audit Readiness (FIAR) requirements. Ensure adequate internal control systems are developed and operational so that all resources are most efficiently and effectively managed. Employ a high degree of creativity to develop sound and acceptable solutions to complex problems associated with the development and deployment of FM capabilities and data frameworks. Develop solutions for problems that include functional data systems, communications, financial management, testing, personnel, budget, and/or reporting.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS-14/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Must have directly applicable experience in financial system activities and data architecture supporting resource management, accounting and time and attendance functions to include:

• Directing and managing activities of a newly established division focused on oversight of financial systems and data;
• Providing expert advice, assistance, direction, policy guidance, and technical analysis;
• Oversight of a team of financial systems, data specialists, analysts and/or accountants;
• Recommending courses of actions to address deficiencies;
• Reviewing internal controls to ensure compliance;
• Developing solutions for problems;
• Skill in preparing, analyzing, and interpreting a wide range of financial management information;
• Skill in designing financial data queries and reports using business intelligence tools and applications.
