DCSA seeks a Senior Management Analyst to lead enterprise strategic-performance, management-analysis, and modernization initiatives. The selectee will lead complex projects; assess operational gaps and performance trends; develop executive decision products; align stakeholders; and drive implementation of data-informed solutions. Ideal candidates have experience leading programs, analyzing qualitative and quantitative data, and delivering measurable organizational results.

Major duties

As a MANAGEMENT ANALYST (SENIOR MANAGEMENT ANALYST) you will be responsible for the following duties: Serve as a senior management analyst in the DCSA Business Operations Office, leading enterprise strategic-performance, management-analysis, and modernization initiatives supporting agency priorities. Lead analyses of organizational operations, processes, performance data, and mission requirements; develop decision-ready reports, dashboards, briefings, and visual products for senior leaders. Lead information strategy, data asset management, requirements elicitation, and process-redesign efforts to improve data quality, transparency, accountability, and organizational effectiveness. Establish project governance, scope, objectives, milestones, deliverables, resource requirements, performance measures, and risk-mitigation strategies for complex initiatives and portfolios. Lead cross-functional stakeholder engagement to resolve competing requirements, build consensus, align policy and processes, and implement sustainable solutions across organizational boundaries.Identify and prioritize process gaps, system deficiencies, performance risks, and emerging requirements; develop and advocate actionable recommendations and courses of action. Monitor implementation and evaluate outcomes against strategic objectives and performance measures; recommend corrective actions and continuous-improvement initiatives to advance mission results.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

  • Leading complex enterprise-level management analysis, strategic performance management, process-improvement, and change-management initiatives that advance organizational strategy and mission outcomes
  • Assessing organizational effectiveness and developing sustainable solutions by utilizing performance management, information strategy, data asset management, business capability modeling, and process design or redesign methodologies
  • Leading multiple, concurrent projects or programs independently that involve requirements elicitation, capability assessments, operational or system deficiencies, performance measures, risk management, and implementation planning
  • Applying qualitative and quantitative analytical methods to develop decision-ready recommendations, lead cross-functional stakeholder engagement, build consensus, and resolve issues
  • Communicating findings, options, recommended corrective courses of action, and continuous-improvement opportunities through executive-level reports, briefings, dashboards, and other visual products
  • Monitoring implementation and evaluating outcomes against established objectives, milestones, performance measures, and mission requirements

Specifically you will be evaluated on the following competencies:

  • Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.
  • Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
