Major Duties: Planning, researching, and implementing the full scope of investigative projects requiring the application of mathematical statistical theory. Planning and conducting project-related studies, including preparing specifications and developing new or modifying existing processes. Selecting and modifying mathematical statistical techniques and methods to produce accurate and timely analyses. Performing quantitative and qualitative analysis, assuring data quality, and developing graphics and reports based on the analysis and interpretation of program statistics and operational capabilities. Serving as an expert on advanced concepts of operations research, statistics, scientific methods, and techniques to identify and solve complex data and operational challenges. Qualifications
Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR B. Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement. Evaluation of Experience: The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying advanced mathematical theories and methods to quantify and analyze complex information in support of agency initiatives and mission objectives. Analyzing and evaluating diverse agency data sources to develop solutions for operational and program challenges, including developing forecasting models, validating data accuracy, and optimizing data collection methodologies. Designing and conducting project-related studies using advanced mathematical and statistical principles, such as probability theory, sampling theory, experimental design, operations research, and both inferential and descriptive statistics. Advising agency management on program development, operational objectives, and policy formulation to ensure mathematical procedures align with strategic goals and support effective decision-making. Translating complex quantitative information and research findings into clear, concise, and actionable insights for diverse audiences, including executive leadership, to inform critical decision-making. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading complex mathematical and statistical research projects by applying advanced theories, methodologies, and analytical techniques to address agency-wide operational, program, or policy challenges. Developing and validating advanced statistical models, forecasting methodologies, automated analytical tools, and data quality protocols to improve the reliability and usefulness of agency data. Evaluating large, complex, or disparate data sources to determine feasibility, identify limitations, recommend sound methodologies, and support statistically valid conclusions for management decision-making. Advising senior management and program officials on statistical methods, research design, performance measurement, data interpretation, and analytical approaches that support strategic goals and regulatory requirements. Communicating complex quantitative findings, model results, limitations, and recommendations through authoritative reports, technical documentation, visualizations, and executive-level briefings for technical and non-technical audiences.
