International Economist
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Operations Directorate, Trade Intelligence Division. Located in Washington, DC.

In this position you will serve as the principal economist, responsible for preparing comprehensive regulatory analyses for CBP regulatory actions. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $187,093.00 (GS-14, Step 10) with promotion potential to $187,093 (GS-14 Step 10). Major Duties: Conducting detailed research by applying rigorous quantitative and qualitative analytical techniques and documenting findings to ensure transparency, reproducibility, and accuracy in assessing baselines, costs, benefits, and alternatives. Developing, utilizing, and analyzing international trade data and financial models, including performing statistical analysis, forecasting, scenario planning, and ensuring data integrity. Preparing advanced economic and impact analyses related to CBP trade enforcement and compliance actions. Summarizing economic methodologies, analyses, and findings into clear, actionable insights for senior executives and other decision-makers. Supporting policy formulation, procedural development, and program planning by participating in meetings, providing technical input, and offering economic insights that inform agency positions and meet internal and external review standards. Qualifications
Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in above, plus appropriate experience or additional education. You qualify for this position if you possess one year of specialized experience as described below and meet the basic requirement listed above. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Applying economic principles, theories, and analytical methodologies, including qualitative and quantitative techniques, to conduct comprehensive economic analyses and research assignments.
- Conducting research and data analysis using international trade datasets to support economic impact analyses, policy formulation, procedural development, and program planning.
- Developing and utilizing international trade data and financial models to perform statistical analysis, forecasting, and scenario planning while ensuring data integrity and reproducibility.
- Preparing well-documented economic analyses that include baselines, costs, benefits, alternatives, and findings in accordance with regulatory review requirements.
- Translating complex economic methods and findings into clear reports, summaries, briefings, or recommendations for senior leadership, internal stakeholders, and external audiences.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Applying advanced economic principles, theories, and analytical methodologies, including qualitative, quantitative, and experimental techniques, econometric modeling, statistical inference, and predictive forecasting-to conduct comprehensive economic analyses and research assignments.
- Conducting pioneering research and data analysis by developing, managing, and leveraging expertise with large, disparate, and unstructured international trade datasets to inform agency initiatives and policy decisions.
- Translating complex economic methodologies and findings into clear, actionable insights for senior leadership and diverse stakeholders, and preparing comprehensive reports, briefings, and presentations to support decision-making.
- Developing and utilizing international trade data and financial models to perform advanced statistical analysis, forecasting, and scenario planning, ensuring data integrity and reproducibility in all analytical products.
- Interpreting and applying U.S. trade laws, regulations, and policies to economic impact analyses and enforcement actions, providing technical guidance and ensuring compliance with legal and regulatory frameworks.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
