Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Commissioner, Privacy, Freedom of Information Act and Equal Employment Opportunity. Major duties

In this high-visibility position, the incumbent manages CBP's EEO Field programs through many subordinate EEO supervisors and/or team leads who are responsible for supervising the agency EEO programs. This position starts at a salary of $147,945.00 (GS-15, Step 1) to $192,331.00 (GS-15, Step 10). Major duties include: Plan, direct, manage, and evaluate the agency's Equal Employment Opportunity (EEO) program and EEO complaint-processing activities, including counseling, investigations, alternative dispute resolution, adjudication, and related case-management functions. Provide authoritative advice and consultation to senior leaders, managers, supervisors, employees, representatives, attorneys, labor officials, and other stakeholders on complex EEO matters, requirements, complaint status, and resolution options. Ensure EEO complaints and program activities comply with applicable federal laws, regulations, EEOC directives and guidance, DHS policy, and CBP procedures; serve as the agency designee for accepting or dismissing discrimination complaints. Analyze complaint data and program operations to identify trends, recurring issues, and areas requiring management intervention; develop and implement strategies to strengthen program effectiveness, compliance, and equal employment opportunity objectives. Manage subordinate supervisors and staff by establishing priorities, assigning and reviewing work, evaluating performance, overseeing EEO case-file and tracking-system records, coordinating stakeholder engagement, and supporting EEO-related training.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing or leading an equal employment opportunity or workplace discrimination program, including oversight of discrimination complaint-processing activities. Advising senior leaders, managers, employees, employee representatives, attorneys, and other stakeholders on complex workplace discrimination matters, complaint status, resolution options, and employee rights. Reviewing discrimination complaints to determine whether they fall within the organization's complaint process; identifying complaint trends or recurring concerns; and recommending actions to improve compliance and prevent future issues. Overseeing activities related to discrimination complaints, such as intake, counseling, fact-finding, mediation, case resolution, training, executive communications, and case-record or tracking-system management.
