Technical Quantity Surveyor

CIS is looking for an enthusiasticpre-sales quantity surveyor to collaborate with the sales team. The nature of the team and work is really entrepreneurial, self-driven, and independent.
This position will report to the Head of Operations and will have the support of the rest of the functions.
Responsibilities
Support the Sales and Business Development teams in developing technical and commercial solutions for ICT, Network, AV, ELV and Security projects.
Review customer requirements, drawings, specifications and site conditions to develop practical, cost-effective and commercially viable technical solutions.
Develop system designs, technical recommendations and solution options in collaboration with Sales, customers, consultants, vendors and internal technical teams.
Prepare detailed Bill of Materials (BOM), Bills of Quantities (BOQ), cost estimates and project quotations, ensuring all materials, equipment, labour, subcontractor and associated costs are accurately captured.
Obtain and evaluate quotations from suppliers, distributors, manufacturers and subcontractors, ensuring competitive pricing and compliance with project requirements.
Establish and maintain strong relationships with key vendors and suppliers, including negotiating pricing, discounts, lead times, payment terms, warranties and commercial conditions.
Compare vendor quotations and prepare commercial comparisons and procurement recommendations to ensure the most technically suitable and commercially competitive solution is selected.
Work closely with the Sales team to prepare customer proposals, including technical scope, pricing, exclusions, assumptions, alternatives and value-engineering options.
Manage the commercial and procurement process from enquiry through quotation, negotiation and project award, ensuring projects are commercially viable and adequately costed before commitment.
Coordinate with customers, consultants, contractors, suppliers and subcontractors to clarify technical and commercial requirements during the tender and pre-award stages.
Participate in tender clarification meetings, site meetings, customer presentations and commercial negotiations where required.
Prepare the final project cost breakdown, BOM/BOQ, procurement information and technical documentation required for project execution.
Upon project award, conduct a structured handover to the Project Manager / Project Team, ensuring all technical, commercial, procurement and contractual information is clearly communicated.
Support the Project Manager during the initial project mobilisation stage to clarify scope, materials, pricing, supplier commitments, lead times and technical requirements.
Work closely with management to monitor project margins, procurement savings and overall commercial performance from tender through award.

Qualifications
- Relevant Bachelor's degree
- Professional English proficiency
- Self-driven and able to work independently
- Strong verbal, written, and interpersonal skills
- 3-5 years of relevant work experience based on the responsibilities shared above
