Job Responsibilities:

We are seeking a candidate to assume the role of Manager (Tender & Contracts) within an architectural office for projects overseas (outside of Singapore) covering the following duties:

Duties :

  • Lead pre-award and post-award consultancy services contract activities across projects, responsible for managing bids, ensuring contractual compliance, mitigating risk, negotiate contract terms & conditions, contract administration and contract close-out.
  • To lead tender for design services, coordinate with internal and external consultants to prepare commercial and technical materials, and compilation of final materials for submission.
  • Prepare tender/quotation documents, including conditions of contract, for invitation of sub-consultancy and specialist consultancy services. Evaluate bids received, negotiation with bidders, prepare final recommendation and documentation for the appointment of sub-consultants.
  • Monitor compliance of all parties with the contract’s terms & conditions and manage variations. Involve in discussion and resolution of contractual issues.
  • Ability to formulate estimation of project/construction costs.
  • Oversees the duties of Quantity Surveying consultant, during design and construction stage including:
  • Review the materials prepared by Quantity Surveying consultant during construction stage such as progress payment valuation and recommendation, valuation of variations, final account and other post-contract related activities.
  • Provide contractual advice for construction contract and contractual claims management.
  • Any other relevant duties as assigned by the company.

Projects and duties assigned will be for overseas projects outside of Singapore.

Job Requirements:

  • Minimum Bachelor’s Degree in Quantity Surveying/Building or equivalent from a recognized University.
  • Possess 10 years of relevant working experience in contracts management and quantity surveying within construction industry.
  • Proficient in architectural and engineering services agreement, conditions of contract, construction law.
  • Proficient in written and verbal communication skills, able to draft contracts and tender responses and engage in discussions involving contract terms & conditions.
  • Demonstrate meticulous attention when reviewing tender/contract documents and financial data.
  • Strong planning, organisational and supervision skills.
  • Able to travel overseas for work trips at short notice, up to 30% time in a month.
  • Experience in international projects and tenders will be an added advantage.
  • Candidates with SISV and/or RICS professional membership will be at an added advantage.
