Summary
We are looking for a Project Manager to lead end-to-end delivery of enterprise and citizen-facing digital systems. You will coordinate business, product, design, engineering, operations, cybersecurity and vendor teams to deliver projects on time, within budget and to quality standards. You will also support production operations and take over system, vendor and business-domain knowledge through structured handover and job-shadowing.
Job Responsibilities
- Manage end-to-end delivery of the assigned portfolio, including planning, milestones, dependencies, risks, issues, budgets and release coordination.
- Coordinate agile delivery across business, product, design, engineering, operations, cybersecurity and vendor teams to ensure alignment and timely delivery.
- Manage project governance, vendor performance, stakeholder communications and decision-making, and report to management and governance forums.
- Coordinate requirements, solutioning, testing, cybersecurity compliance, deployment, operational readiness and transition to business-as-usual (BAU) support.
- Support production operations, planned after-hours deployments and Severity incident coordination, including follow-up on defects and corrective actions.
- Undertake structured handover and job-shadowing with incumbent officers to preserve system, vendor and business-domain knowledge.
Job Requirements
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Business or a related discipline.
- Relevant experience in IT project management, preferably with enterprise or citizen-facing digital systems (years of experience to be set according to grade).
- Experience in agile delivery, with hands-on use of backlog, sprint, requirements, testing, release and defect management tools (e.g. Jira, Confluence)
- Familiarity with enterprise web and digital platforms, including cloud-hosted applications and services.
- Understanding of APIs, system integrations and data exchanges across internal, vendor and Whole-of-Government systems.
- Working knowledge of SQL and data models, with experience in data analysis, reporting and dashboard tools.
- Exposure to business process automation, workflow and low-code / RPA tools, where applicable.
- Familiarity with the government technology environment and standards, including the Singapore Government Tech Stack, where relevant.
- Strong planning, risk management, vendor and budget management skills.
- Excellent communication, negotiation and stakeholder management skills.
- Willingness to work after-hours for planned deployments and Severity incidents.
- Preferred: PMP, PRINCE2, PMI-ACP, CSM or equivalent certification; public sector experience is an advantage.
