As an Supervisory Financial Program/Cost Analyst, you will direct, develop, implement and coordinate financial policies and compliance programs, oversee activities that affect operations; assist and support staff with planning, application systems and management programs to meet mission requirements..

Major duties

  • Lead, manage, direct, supervise and guide two branches activities and staff made up of Supervisory Financial Program/Cost Analysts, Financial Program/Cost Analyst/Specialists, and Systems Accountants.
  • Oversees the administration, maintenance and implementation of financial and mixed systems and leads to the effective deployment of financial applications and other controls necessary to ensure compliance with Agency internal control practices.
  • Directs the prioritization, formulation and issuance of policies, procedures and accounting structures governing the fiscal aspects of agency financial activities.
  • Providing financial policy guidance; developing new and evaluating existing financial policies; establishing and maintaining financial policies and procedures to enable effective and efficient financial management processes.
  • Responsible for the development, implementation, and monitoring of compliance processes related to financial operations and reporting.
  • Maintaining partnership with counterparts at DHS, USCIS Offices, as well as service providers to develop effective strategies for maintaining and/or implementing business processes and systems to support sound financial management.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/16/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/16/2026. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Supervising and providing guidance on financial policy and financial systems; Developing and implementing policies and procedures, business processes, and new and/or changes to system requirements; Analyzing quantitative data and developing reports on program financial accomplishments; Reducing manual processing time, automating high-volume workflows, and implementing strategic plans to improve work-product quality and timeliness.
