As a Business Operations Specialist, you will serve as the technical advisor and consultant for critical multi-million dollar contracts in support of the Agency's mission.

Major duties

  • Provides technical expertise and serves as a Contracting Officer’s Representative (COR) in support of acquisition and contract administration activities.
  • Functions as an expert consultant and technical authority in identifying and assessing large-scale acquisition requirements, initiatives, and opportunities.
  • Prepares complex documentation for contract vendor proposals, contract modifications, and related acquisition actions.
  • Serves as a liaison and advisor to headquarters and internal and external entities to define acquisition goals and provide briefings on findings and recommendations.
  • Performs program management duties, including monitoring and assessing cost, schedule, and performance to support successful execution of program objectives.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/16/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/16/2026. Selective Placement Factor: You must currently hold a valid Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level II certificate. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Planning, developing, and implementing acquisition life cycle activities, including pre-award and post-award functions; Developing analytical tools and methodologies to implement federal contracting laws, policies, regulations, and procedures; Monitoring project cost, schedule, and performance to assess progress, identify risks, and achievement of program objectives; Preparing and conducting complex performance assessments to evaluate program, project, or contractor effectiveness and recommend resolutions to address identified issues; Conducting advisory briefings with senior stakeholders to define acquisition objectives, communicate project progress, and present findings and recommendations.
