Audit Manager

About the Role

• Develop and implement the annual risk-based internal audit plan for approval by the Audit Committee.
• Lead and manage internal audit assignments, including planning, fieldwork, reporting, and follow-up activities.
• Conduct enterprise-wide risk assessments and evaluate the adequacy and effectiveness of internal controls, risk management processes, and governance frameworks.
• Review audit work performed and provide guidance to audit team members to ensure audits are completed in accordance with professional standards and established methodologies.
• Oversee audit procedures, testing, interviews, and investigations to validate compliance and operational effectiveness.
• Analyze audit findings, identify root causes, and provide practical recommendations to strengthen controls, improve processes, and mitigate risks.
• Monitor and follow up on audit observations to ensure timely implementation and closure of agreed corrective actions.
• Prepare and present comprehensive audit reports and management summaries to senior management and the Audit Committee.
• Ensure compliance with the Town Councils Act, Town Councils Financial Rules, government regulations, corporate governance requirements, and other applicable statutory requirements.
• Provide advisory support to Management on internal control, risk management, governance, and compliance-related matters.
• Coordinate and liaise with external auditors, regulators, and government agencies during audits, inspections, and reviews.
• Support year-end financial audits by facilitating information requests, coordinating audit schedules, and monitoring audit outcomes.
• Review and enhance internal audit methodologies, policies, procedures, and quality assurance standards.
• Identify emerging risks and recommend appropriate controls to address operational, financial, compliance, and strategic risks.
• Facilitate and support Audit Committee meetings, including preparation of audit papers, reports, presentations, and follow-up actions.
• Lead, mentor, and develop audit staff to strengthen team capabilities and professional competency.

About You

• Degree in Accountancy, Finance, Business, Auditing, or a related discipline.
• Professional certification such as CIA, CA Singapore, ACCA, CPA, or equivalent preferred.
• Minimum 2-5 years of relevant experience in internal audit, external audit, risk management, compliance, or governance functions.
• Familiarity with the Town Councils Act, Town Councils Financial Rules, public sector governance, or statutory board regulations will be advantageous.
• Strong knowledge of risk-based auditing, internal controls, corporate governance, and regulatory compliance
