RESPONSIBILITIES

  1. Commissioning preparation and planning

Own the commissioning strategy, plan and schedule for each unit, including system boundaries, sequence of energisation and the critical path from mechanical completion to stable production.

Review the developing design for operability i.e. test points, isolation, drainage, temporary facilities, utilities and access and feed that input into concept, FEED and detailed design.

Review and approve the contractors' commissioning procedures, test packs and acceptance criteria before the campaign begins.

Define and secure what the campaign needs ahead of time: commissioning spares, chemicals, membranes, consumables, temporary utilities and specialist vendor attendance.

  1. Pre-commissioning and system acceptance

Accept systems from the Construction Engineer at mechanical completion, and confirm each is complete, correct and safe to energise.

Direct and verify pre-commissioning: flushing, cleaning, pressure and leak testing, instrument calibration, loop checks, motor and rotation checks, and functional testing of controls and safety systems.

Manage the punch list carried into commissioning, deciding what must be closed before start-up and what can be carried, and tracking both to closure.

  1. Start-up and achieving production

Lead first fill, membrane loading, initial flux and wet testing, and bring the SWRO trains, pretreatment, high-pressure pumps, energy-recovery devices and dosing systems into stable operation.

Achieve and hold stable production of water at the contracted quantity and quality, and diagnose and resolve the process, mechanical and control problems that prevent it.

Maintain safety and plant integrity throughout start-up, including membrane protection, and apply the commissioning permit and isolation regime on board.

  1. Performance testing and acceptance

Plan, lead and witness the contractual performance and guarantee tests, and verify results against the contract's acceptance criteria.

Record and report test results and deviations and make a clear recommendation to the Project Delivery Director on acceptance, conditional acceptance or rejection.

Identify and evidence shortfalls in equipment or vendor performance that may give rise to a claim and provide the technical basis for it.

List out and feed back lessons learned for future improvement.

  1. Handover and operator readiness

Work hand in hand with the Barge Manager to train and develop the operating crew on the plant and confirm they are competent to run it before handover.

Ensure operating procedures, control narratives, alarm settings, chemical regimes and as-commissioned operating parameters are complete and handed to operations.

Provide post-handover troubleshooting support through the early operating period and feed commissioning lessons into the design and commissioning plan of the next unit.
