Contract Period: 1 year - Estimated Start Date: Nov or Dec 2026
Salary: $4,000 – $5,000 per month depending on qualification and relevant working experience.
Working Hours: Monday to Friday, 8.00am to 5.30pm
JOB DESCRIPTION
Responsibilities
- Design, develop and maintain digital products that support PERSCOM's operational HR functions, including manpower readiness, HR administration, workforce operations, service delivery, audit and decision support.
- Develop low-code applications using Microsoft Power Platform, including:
Power Apps Power Automate Microsoft Forms Data verse (where applicable) Power BI (where applicable)
- Develop digital products using approved Open Government products and Government digital platforms to improve operational workflows.
- Develop and enhance AI-enabled applications and workflow automation to improve productivity, reduce manual effort and support operational decision-making.
- Gather user requirements from HQ PERSCOM, HRSSC, HRI and PERS Hubs, and translate operational needs into practical digital products.
- Develop dashboards, workflow automation and reporting tools to improve operational visibility and service delivery.
- Conduct application testing, troubleshooting and enhancement to ensure operational reliability.
- Produce user guides, technical documentation and administrator handover materials.
- Conduct user training and knowledge transfer to nominated PERSCOM personnel to support long-term sustainment of developed products.
- Support the full product lifecycle from prototype through deployment, user adoption, continuous improvement and sustainment.
Requirements
- Diploma or Degree in Information Technology, Computer Science, Software Engineering, Information Systems, Data Analytics or equivalent.
- Fresh graduates or candidates with relevant internships, project portfolios or practical application development experience are encouraged to apply.
- Able to understand business requirements and translate operational workflows into digital products.
- Good analytical, problem-solving and communication skills.
- Able to work independently and manage multiple development tasks in a dynamic environment.
Technical Skills
Candidates should possess experience or working knowledge in one or more of the following:

Preferred:
- Python
- Power BI
- Data verse
- AI-enabled application development and workflow automation

- UI/UX design principles
Experience Level
- Entry to Mid-level with relevant working/internship experience. Experience working or interning in government ministries/statutory boards would be an advantage.
- Candidates will be assessed based on technical competency, project portfolio, practical development experience, learning agility and ability to develop working digital products, rather than years of experience alone.
