You will serve as a Supervisory Natural Resources Specialist with Bureau of Reclamation. As the Chief of the Land Resources Branch, you will be responsible for timely completion and quality assignments of land resources management duties.

Major duties

Some of the major duties you will perform include but are not limited to the following: Oversees regional land resources management; directs and manages land classification, certification, acquisition, disposal, and use programs across the Region. Provides technical advice and ensures consistency in land management activities, including compliance with the Reclamation Reform Act and Departmental standards. Develops and implements realty standards and policies; establishes Region-wide realty standards, procedures, and policies. Provides oversight and guidance to Area Offices, executes land contracts, and ensures proper maintenance of land records to support financial and business management systems. Leads branch program management and personnel supervision; plans, directs, and evaluates branch activities, including staffing, budgeting, and program objectives. Supervises a multidisciplinary team, allocates work, establishes performance standards, and ensures equal opportunity and fair employment practices. Manages regional GIS Program; serves as Regional GIS Program Manager, developing standards, procedures, and policies for GIS applications. Oversees GIS project planning, database development, and ensures IT and GIS security compliance. Provides technical assistance and coordinates comprehensive training programs for GIS users. Provides oversight for recreation, drainage, and wildland fire programs; provides program and budget oversight for regional recreation activities, drainage management, and wildland fire programs. Reviews management plans, conducts facility reviews, and ensures compliance with National Fire Plan activities and Departmental reporting requirements.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/14/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. -AND- Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Basic Educational Requirement AND Specialized Experience for the series to which you are applying. Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. To qualify for this position at the GS-13 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as: 1) Experience performing land classification, certification, or acreage-limitation determinations; independently completed land classification or certification tasks-such as reviewing land parcels, preparing land classification reports, or conducting acreage-limitation determinations-ensuring consistency with the Reclamation Reform Act or similar policy requirements 2) Experience executing or processing realty actions (acquisition, disposal, land use) according to established procedures; prepared, processed, or assisted in executing realty actions such as land acquisition documents, land disposal packages, easements, permits, or other land-use authorizations in alignment with organizational policies and delegated authorities 3) Experience developing or applying program procedures, standards, or operating guidance; drafted, updated, or implemented program procedures, operating practices, workflow guidance, or policy documents related to land management, realty, recreation, drainage, or similar resource programs to ensure consistency and compliance across projects or offices 4) Experience conducting or supporting GIS project work or database development; performed GIS tasks such as designing or maintaining GIS datasets, reviewing GIS project proposals, producing GIS products for resource management, or applying GIS standards to support regional or organizational program functions 5) Experience overseeing or coordinating field program activities (recreation, wildland fire, drainage, or resource management); monitored, coordinated, or reviewed project-level activities (e.g., recreation facility reviews, wildland fire planning support, drainage operations, resource inventory updates) to ensure objectives, reporting requirements, safety practices, or policy expectations are met. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not allow substituting education for experience. This position has a mandatory education requirement. You must submit a copy of your transcript(s) to support claimed education for the basic educational requirement. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.
