You will serve as a SUPERVISORY PROGRAM ANALYST in the ENLISTED PLACEMENT MANAGEMENT BRANCH (PERS-4013), ENLISTED DISTRIBUTION DIVISION (PERS-40), CAREER MANAGEMENT DEPARTMENT (PERS-4) of NAVY PERSONNEL COMMAND.

Major duties

  • You will provide oversight for critical Enlisted assignment and placement functions, fleet manning, and monitoring Transients, Patients, Prisoners and Holdees (TPPandH) personnel .
  • You will serve a functional lead for the MyNavy Assignment (MNA), developing and prioritizing requirements to improve Sailor "Fit" and fleet readiness.
  • You will represent the branch (PERS-40) in senior-level meetings and conferences, communicating policies and making decisions that significantly affect the operational readiness of the fleet.
  • You will perform a full range of supervisory duties. Exercises delegated authority to manage the overall planning, direction, and execution of the branch and association functions and programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Provide strategic and tactical guidance to 15 subordinate supervisors and leads, overseeing civilian and military personnel; 2. Plan work, issue assignments, set priorities, and prepares schedules to ensure the efficient completion of all branch functional requirements; 3. Evaluate employee performance, develop performance standards, handle appraisals for civilian staff, and manage fitness reports for military personnel; 4. Technical advisor and functional lead on all matters related to enlisted personnel readiness, distribution, and support; and 5. Analyze complex personnel information to provide strategic direction, improve readiness, and support flag-level leadership decisions.
