Tasks of the workplace:
The BMDS maintains extensive international cooperation with global partners, including within the framework of AI partnerships and digital alliances. In this context, the following tasks arise in particular:
- Processing issues of bilateral and regional political cooperation with selected key states, including cross-departmental coordination;
- Accompanying the digital policy cooperation of the European Union with third countries, including through:
- Coordination with the EU Commission and issuing instructions regarding digital partnerships and dialogues as well as EU trade and technology councils,
- Processing issues in connection with Digital Trade Agreements and other EU agreements,
- Internal coordination of participation in EU instruments such as Twinning and TAIEX;
- international experience acquired through study stays or professional postings.
- Participation in the further development of bilateral aspects of international digital policy, including participation in regional political strategies and guidelines;
- Management of contractors and accompaniment of grant projects, including processing of budgetary/grant law issues;
- Accompanying and participating in initiatives such as Pax Silica, Sovereign Tech Alliance, India-Middle East-Europe Economic Corridor (IMEC), Digital Summit of the Western Balkan states, etc.;
- Building and maintaining contacts with foreign partner authorities, embassies and consulates of partner states, German foreign missions, organizations for foreign trade promotion, companies, associations, think tanks, and research/scientific institutions;
- Monitoring and analysis of technological and digital policy developments in other states and regions;
- Substantive preparation, accompaniment, and follow-up of bilateral discussions, government negotiations, and exchange formats;
- Conceptual and substantive preparation and follow-up of management trips as well as international conferences, as well as participation in foreign trade fairs;
- Preparation of discussion papers, speeches, letters, decision templates, and memoranda;
- Representation of the BMDS towards other departments as well as foreign partner authorities.
Requirements:
- completed university degree (Master or Diplom (Universität) or equivalent degree) preferably in political, administrative, legal, or economic sciences
- or completed promotion process that has led to qualification for the higher non-technical administrative service,
- several years of professional experience in the function of an Officer in the federal administration,
- knowledge of the working methods of the European Union,
- good oral and written expression,
- ability to summarize and evaluate complex issues briefly and concisely,
- strong teamwork skills, social competence, and a high sense of responsibility,
- above-average commitment, resilience, flexibility, initiative, and originality in thinking,
- very good organizational and communication skills, negotiation skills, persuasiveness, and a confident appearance,
- very good and business-fluent knowledge of the English language in speaking and writing (at least level B1 of the Common European Framework of Reference),
- willingness to undertake longer business trips, including to non-European countries,
- confidentiality and willingness to participate in an extended security clearance according to § 9 Sicherheitsüberprüfungsgesetz (SÜG).
Desirable:
- experience in cooperation with foreign partners as well as in the preparation of political decision-making processes,

If you are already working in the public service, you can be hired by way of secondment with the aim of transfer to the BMDS. The limitation of the salary group does not apply to members of the BMDS. The position is fundamentally also suitable for part-time employment.
