Account Specialist (Public Utilities Specialist)
This position is located with Bonneville Power Administration (BPA), in Long Term Sales and Purchases (PTL) organization, Bulk Marketing (PT), Power Services (P). A successful candidate in the Account Specialist (Public Utilities Specialist) position will develop and administer complex contracts and providing rate case testimony for the sale of BPA products and services and the purchase of products from other providers.
Major duties
As an Account Specialist (Public Utilities Specialist), you will: Draft complex contract related correspondence, and communicates to the back office contract management and administration in a standardized procedure established by that back office. Coordinate stakeholder reviews of draft and final contract actions. Work with Account Executives (AE) to achieve a comprehensive understanding of customer needs, market, operating, and financial conditions, competitive forces, alternative supply options, transmission requirements and options, resource/load characteristics, and other factors in order to establish and maintain a mutually beneficial and sustained business relationship with customers. Work with the senior transmission policy expert in the application of Transmission Services (TS) and other transmission provider Open Access Transmission Tariff (OATT) and business practices. Track the development of market policies and procedures CAISO (California Independent System Operator), WECC (Western Electricity Coordinating Council), WSPP (Western Systems Power Pool), NWPP (Northwest Power Pool) throughout WECC that impact BPA commercial marketing. Develop and presents rate case, workshop materials and testimony on specified acquisition issues in BPA rate cases.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: 1) developing and administering power contracts consistent with standards, policies and procedures 2) prepare or support cost recovery filings such as: providing rate case materials, Integrated Program Review, or forecasts for the purchase and sales of power or transmission products and services; and 3) Proposing revisions to contract templates in order to draft contracts to support the sales and purchase of products from other providers, or modify terms and conditions. There is no substitution of education for experience at the GS-13 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. The incumbent is required to immediately report violations of the FERC SOC to the Chief Compliance Officer. In addition, the incumbent is required to complete BPA's mandatory SOC training.
