About the company

As an Operations Manager at BCRS Ltd, you will support the effective operation of Singapore's national Beverage Container Return Scheme by overseeing the performance of our Return Point Network Operators (RPNOs) and making sure the return point network runs reliably, safely and in line with our licence obligations.

Your tasks

The role sits at the centre of day-to-day scheme operations. You will work with operators, retailers, site owners, logistics partners and internal technology teams to drive KPI performance, manage incidents and escalations, support regulatory compliance and audits, and keep improving our systems and SOPs. It suits someone who is hands-on, takes ownership, and is comfortable working in a regulated, multi-stakeholder environment.

Roles & Responsibilities

  • Manage and oversee the operational performance of all RPNOs across all regions, ensuring they comply with BCRS licence conditions, contractual obligations, SLAs and approved SOPs
  • Monitor machine uptime, service reliability, logistics execution, hygiene standards, return point readiness and retailer servicing across the network
  • Track and enforce RPNO performance against agreed KPIs, including uptime, incident response, collection performance, compliance, reporting quality and retailer support
  • Lead operational reviews, root cause analysis and corrective action planning with RPNOs, and make sure actions are followed through and closed
  • Act as the central coordination point for significant incidents, outages, service failures and systemic issues, including escalation, remediation and preventive follow-up
  • Coordinate with retailers, return point locations, town councils, landlords and logistics partners on machine operations, site readiness, servicing, access, infrastructure and retailer escalations
  • Support the Company's compliance with its operational obligations under the BCRS licence and applicable regulations
  • Prepare and maintain operational reports, audit records, incident documentation and supporting evidence for regulatory reviews, inspections, audits and stakeholder reporting
  • Work with internal technology teams and external system providers to turn operational and regulatory needs into clear business requirements, and support system enhancements, testing, user acceptance and rollout
  • Make sure operational requirements around stakeholder and product registration, whitelist management, return point operations, reporting integrity and scheme controls are properly reflected in system design
  • Develop and continuously improve SOPs, escalation frameworks, contingency procedures and operational controls
  • Own execution-heavy workstreams such as operator review preparation, incident follow-up, action tracking, retailer issue consolidation, meeting coordination and minutes, and tracking of open risks and actions
  • Perform other duties as reasonably assigned in support of the successful implementation and operation of the BCRS

Requirements

  • Degree in Business, Supply Chain/Logistics, Engineering or a related field
  • At least 5 years of experience in operations management, ideally in logistics, facilities, retail operations, environmental services or another regulated or outsourced-service environment
  • Proven experience managing third-party operators or vendors against KPIs, SLAs and contracts
  • Strong incident management, root cause analysis and problem-solving skills
  • Experience working with technology teams on business requirements, system enhancements and user acceptance testing
  • Familiarity with regulatory compliance, audit preparation and operational documentation
  • Excellent stakeholder management and communication skills, with the confidence to engage operators, retailers, landlords and government-linked stakeholders
  • Highly organised and detail-oriented, with a strong sense of ownership and accountability
  • Able to work well in a fast-paced, evolving environment
