Job Opportunity: OutSystems Developer / Low Code Engineer (Senior Consultant) Client: Ministry of Social and Family Development (MSF), Singapore Position: OutSystems Developer / Low Code Engineer Level: Senior Consultant Number of Vacancies: 3 Contract Duration: 3 Years Location: Singapore Start Date: ASAP Experience Required: 6+ years in software engineering, including 4+ years in OutSystems Job Overview We are looking for experienced OutSystems Developers to support digital transformation initiatives for the Ministry of Social and Family Development (MSF). The ideal candidate should have strong hands-on OutSystems development experience, solid full-stack engineering fundamentals, and the ability to manage enterprise applications across development, deployment and production environments. This role involves developing secure, scalable applications, supporting system integrations, managing OutSystems environments, troubleshooting production issues and improving platform reliability. Key Responsibilities
- OutSystems Development & Application Engineering
Design, develop, enhance and maintain enterprise applications using OutSystems.
Build secure, scalable and maintainable applications and integrations.
Translate business requirements into technical solutions.
Participate in technical design, architecture discussions and code reviews.
Develop and maintain REST/SOAP APIs and system integrations.
- OutSystems Platform Management
Manage OutSystems environments across development, testing and production.
Support deployments, application upgrades, migrations and environment configuration.
Work with OutSystems LifeTime and Service Center.
Troubleshoot application workflows, timers, integration failures and platform issues.
- Full-Stack Development
Develop backend services and APIs using C#/.NET.
Build frontend applications using JavaScript/TypeScript, HTML5, CSS3 and frameworks such as React or Vue.
Work with Microsoft SQL Server, including complex queries, data modelling and performance optimisation.
- Cloud Infrastructure & DevOps
Support applications hosted on AWS, Government Commercial Cloud (GCC) or equivalent cloud platforms.
Troubleshoot IIS, Windows Server, networking and infrastructure-related issues.
Implement and improve CI/CD pipelines, automated testing and deployment processes.
Contribute to infrastructure automation, monitoring and operational reliability.
- Production Support & Security
Investigate and resolve production incidents across application, database, integration and infrastructure layers.
Perform root cause analysis (RCA) and implement preventive improvements.
Maintain application security, including authentication, authorisation, encryption and audit logging.
Support system hardening, compliance, backup, patching and disaster recovery activities.
Requirements Mandatory Qualifications & Experience Minimum 6 years of professional software engineering experience.
Minimum 4 years of hands-on OutSystems development and maintenance experience.
Strong understanding of OutSystems architecture, LifeTime, Service Center and deployment processes.
Solid full-stack development experience, including C#/.NET and JavaScript/TypeScript.
Experience with HTML5, CSS3 and frontend frameworks such as React or Vue.
Strong Microsoft SQL Server experience, including performance tuning and troubleshooting.
Experience developing and integrating REST/SOAP APIs.
Experience supporting cloud-hosted applications on AWS, GCC or equivalent platforms.
Working knowledge of IIS, Windows Server and networking.
Experience with Git, CI/CD, automated testing, monitoring and logging.
Strong troubleshooting skills and experience supporting production environments.
Understanding of secure software development practices.
Preferred Experience Experience working on Singapore government or regulated-sector projects.
Experience with legacy system modernisation, migrations and application upgrades.
Familiarity with Infrastructure as Code (IaC).
Experience with high availability, disaster recovery and compliance requirements.
Relevant OutSystems certifications.
Exposure to AI implementation or integration.
Mandatory Technical Assessment Shortlisted candidates must complete a technical assessment as part of the application process. The assessment involves: Building a full-stack OutSystems web application using publicly available data from data.gov.sg.
Creating a user-friendly interface with interactive data exploration capabilities.
Demonstrating appropriate frontend and backend application design.
Providing AWS Infrastructure as Code (IaC) for deploying and operating the OutSystems platform.
Implementing automated testing.
Submitting access to the OutSystems environment and a Git repository containing the IaC, automated tests and README documentation.
