The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The mission of HUD's Office of Housing Counseling is to provide individuals and families with the knowledge they need to obtain, sustain, and improve their housing. OHC accomplishes this mission by supporting a strong national network of HUD-approved housing counseling agencies and housing counselors. As a Housing Program Technical Specialist, you will: Serve as a Housing Specialist and is responsible for developing, coordinating and overseeing multimedia and print marketing/education campaigns as mandated by Public Law (PL) 111-203. Develop, initiate, monitor and evaluates special marketing campaigns to promote housing counseling services. Conduct special studies, research and surveys for the purpose of improving the efficiency, economy, and effectiveness of the outreach and education programs in meeting Office of Housing Counseling and Departmental objectives. Initiate and provide technical advice, guidance and interpretation of policies and procedures on Housing Counseling programs to HUD staff and members of the general public. Contribute to grant and certification criteria in response to policy priorities, program effectiveness, counseling needs and results of oversight reviews.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Developing and executing programmatic marketing and outreach activities, and/or evaluating the effectiveness of oversight, compliance, and training programs and activities; AND Coordinating with contractors or other technical experts to plan, implement, and monitor events, deliverables and other administrative activities; AND Interpreting and applying contract requirements, government and agency policies and procedures and program objectives to facilitate the timely completion of deliverables and the resolution of problems. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
