This National Guard position is for a PHYSICAL SECURITY SPECIALIST (PROTECTION) -Title 32, Position Description Number D2617000 and is part of the Joint Forces Headquarters - J3 Domestic Operations, Wisconsin Army National Guard.

Major duties

As a PHYSICAL SECURITY SPECIALIST (PROTECTION) -Title 32, GS-0080-11, you will serve as the Physical Security Manager and Cooperative Agreement Program Manager in the Provost Marshal Office. The position holds core responsibilities as the subject-matter expert responsible for developing, inspecting, and evaluating physical security, crime prevention, and force protection programs across military facilities throughout the state. Develops and conducts training for appointed Unit Physical Security Officers, Arms Room Custodians, and Key Control Custodians. Formulating, executing, tracking, and auditing the annual Physical Security Cooperative Agreement budget. Primary physical security advisor to the Adjutant General / Garrison Commander / Provost Marshal for physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and budget projects. This position is located within the Joint Force Headquarters (JFHQ), J3 Domestic Operations Directorate. MAJOR DUTIES:

  1. Directs, coordinates, and enforces physical security policy in compliance with Army Regulation (AR) 190-13 (The Army Physical Security Program), AR 190-11 (Physical Security of Arms, Ammunition, and Explosives), AR 190-51, and DoD Directives.
  2. Conducts comprehensive Physical Security Surveys, Staff Assistance Visits (SAVs), and Threat Vulnerability Assessments (TVAs) across all assigned armories, field maintenance shops, motor pools, flight facilities, and command structures.
  3. Reviews, develops, and updates the Comprehensive Installation/Command Physical Security Plan, Crime Prevention Plan, and Standard Operating Procedures.
  4. Enforces strict compliance with key and lock control programs, master key systems, high security padlock management, and Intrusion Detection System (IDS) arm/disarm pin roster.
  5. Formulates, justifies, coordinates, and executes the annual operating budget for the Physical Security Cooperative Agreement (e.g., Master Cooperative Agreement under NGR5-1 / AR 5-9 / federal grant authorities).
  6. Collaborates with the United States Property and Fiscal Office (USPFO), State Budget Analyst, and Command Resource Managers to track allocations, commitments, obligations, and disbursements.
  7. Prepares budget documentation, including Mid-Year Reviews, End-of-Year reconciliations, spend plans, unfunded requirements (UFR) submissions, and formal modification requests (e.g., NGB Form 86/87 or Federal SF-424/SF-425 equivalents).
  8. Serves as the primary coordinator for security service contracts, guard force funding, Electronic Security Systems (ESS) maintenance agreements, and physical barrier installation contracts funded through CA accounts.
  9. Manages invoice review, verification of receipt, and certification for payment in coordination with contracting officers and finance offices, ensuring expenditures strictly adhere to federal appropriations law, OMB Uniform Guidance (2 CFR 200), and Anti-Deficiency Act restriction.
  10. Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: To qualify for the GS-0080-11 position, you must have at least 12 months of experience equivalent to at least the next lower grade level. Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for at least one of the seven organizational security program disciplines and its applicable Security Series career.

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the required security clearance. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release.
