Procurement, Governance and Assurance Lead
Procurement, Governance & Assurance Lead Office of the Police and Crime Commissioner for Wiltshire & Swindon £53,073 plus benefits | 18 month fixed-term contract | Devizes, with agile working
Ever wanted to be the person who makes the numbers stand up in court? Now you can be. Every pound Wiltshire Police spends goes into keeping communities safe: the vehicles on the road, the tech in officers' hands, the services that support victims. Behind each of those decisions there needs to be someone who can say with confidence: this was fair, this was lawful, this was the best value we could get. That person could be you. We're looking for a Procurement, Governance & Assurance Lead : part detective, part data analyst, part trusted adviser. You'll protect procurement integrity at a time when the whole public sector is reshaping how it buys under the Procurement Act 2023 . It's a rare chance to help build a modern procurement function from the ground up and leave your mark on it. Why this role is a bit special: You'll shape something new. Working directly with the Head of Procurement, you'll help design a governance framework that's modern, resilient and customer-focused. You won't just be following an old rulebook. You'll turn data into decisions. Spend analysis, cost models, whole-life costing, benchmarking, dashboards. If you like being the first to spot a pattern in a spreadsheet, you'll love this. You'll be the voice of fairness. You'll guide evaluators, strengthen how bids are scored and make sure every contract award is objective, consistent and defensible. Your work has a purpose you can see. Better commercial decisions mean more value going to frontline policing and the communities of Wiltshire and Swindon. You'll grow your career. With 8 hours of protected learning time every month and support for CIPS, this is a genuine step up for an ambitious procurement professional. What you'll be doing Making sure all procurement activity complies with the Procurement Act 2023 and wider UK regulations. Analysing spend data to uncover trends, risks and savings opportunities, including pre-market testing. Building robust, auditable cost models (TCO, benchmarking, sensitivity analysis). Producing reports, KPI dashboards and insight that leaders actually use Leading statutory procurement reporting and tracking benefits from start to finish. Supporting supplier performance monitoring and helping design evaluation models. Feeding sharp, evidence-based analysis into business cases and commercial strategies. Working alongside our Procurement Business Partner and Procurement Manager as a close-knit team. What we're looking for Experience in procurement governance, assurance, evaluation or compliance, ideally within the public sector, policing or another regulated environment; A good working knowledge of UK procurement regulations and the Procurement Act 2023; Strong Excel skills, a head for numbers and a real eye for detail; An analytical, methodical approach to solving problems; The confidence to give clear advice, and constructive challenge, to people at every level; A calm head under pressure and a genuine appetite for learning. Nice to have: CIPS qualified or working towards it (or equivalent knowledge), experience assuring scoring and evaluation processes, and an understanding of social value and sustainability in public procurement. Don't tick every box? Apply anyway. We care more about potential and curiosity than a perfect checklist.
