The UK parliamentary estate is a unique UNESCO World Heritage site at the very heart of UK democracy. It is also a working Parliament, preparing for once-in-a-generation transformation.

Parliament is changing how it looks after its estate and has created a new Programme Delivery Team (PDT) to lead the delivery of its capital projects and programmes. We are searching for the team’s first Director, reporting to the Director General, who will set it up, shape how it works and grow it into a delivery organisation that both Houses can rely on.

The new Parliamentary Estate Sponsor will agree what Parliament needs, working with Members and colleagues across both Houses. The Director of PDT’s job is to make it happen. The successful candidate will take approved mandates and turn them into finished work, from feasibility and design through to construction, keeping a firm grip on cost, schedule, quality and safety. That means close, open working with the Sponsor and Senior Responsible Owners, raising risks early and giving clear advice when trade-offs need to be made.

The Director of PDT will work alongside teams across the estate, from maintenance and security to digital and commercial, and manage the suppliers who carry out much of the work. Within PDT, they will lead through Programme Directors and specialist teams, building the capability, controls and culture needed to deliver well. This is a time of real change for estates colleagues, so how you lead matters as much as what you deliver.

We are looking for candidates with senior experience in capital, infrastructure, estates or major programme delivery, with a record of delivering complex work safely, on time and on budget. Building or maturing large multidisciplinary teams will be familiar to you, as will managing suppliers, affordability and risk. You’ll be comfortable advising Boards and Committees, and able to turn complex delivery issues into clear choices. Above all, we want someone with sound judgement and political awareness, who builds strong relationships and brings people with them.
