Facilities Director (Semiconductor)

About: Our client is   semiconductor wafer manufacturing facility in Singapore is being developed as part of a major joint venture to support the next generation of semiconductor technologies and devices. As the facility moves towards construction, commissioning and production ramp-up, we are seeking an experienced  Facilities Director  to lead the overall facilities organization and establish a world-class infrastructure platform for a high-reliability, 24/7 semiconductor manufacturing operation. Responsibilities Provide overall leadership for the Facilities organization, covering facilities engineering, operations, maintenance, utilities, infrastructure projects and technical support for a 24/7 300mm semiconductor fab. Develop and execute the site's long-term facilities strategy, capacity planning and infrastructure roadmap, aligned with manufacturing, technology and future expansion requirements. Ensure the availability, reliability and resilience of critical fab utilities, including electrical power, HVAC, chilled/process cooling water, UPW, CDA, vacuum, bulk and specialty gases, chemicals, exhaust and abatement, wastewater treatment and fire protection systems. Lead major CAPEX and infrastructure projects from design and construction through commissioning, qualification, ramp-up and final handover, ensuring safety, quality, schedule and cost targets are achieved. Establish and drive robust reliability, preventive and predictive maintenance, emergency response and business continuity programmes to minimize facilities-related disruption to manufacturing. Partner closely with Fab Operations, Process Engineering, Equipment Engineering, EHS, Quality, Finance and Procurement to ensure facilities capabilities support production targets and technology requirements. Drive energy efficiency, resource optimization, sustainability and continuous improvement across the site's facilities infrastructure and operations. Establish appropriate facilities standards, procedures, KPIs and governance frameworks to support high equipment availability, operational excellence and regulatory compliance. Build, develop and lead a high-performing multidisciplinary facilities organization, including succession planning and development of local engineering and technical talent. Requirement: Bachelor's degree in Mechanical, Electrical, Chemical, Facilities, Building Services Engineering or a related engineering discipline. 15+ years of relevant engineering and facilities experience, with substantial experience in semiconductor manufacturing or another high-reliability manufacturing environment. Proven leadership experience managing large, multidisciplinary facilities engineering and operations teams. Strong technical knowledge of semiconductor fab facilities and critical utility infrastructure. Demonstrated experience managing significant CAPEX/OPEX budgets and delivering major infrastructure or facilities projects. Strong understanding of facilities reliability, risk management, operational safety and regulatory compliance. Experience operating in a 24/7 manufacturing environment with stringent uptime, reliability and business continuity requirements. Experience with BMS/FMS, facilities automation, monitoring systems and data-driven reliability programmes. Strong technical expertise across UPW, critical power, HVAC, process cooling, CDA, vacuum, bulk/specialty gases, chemicals, exhaust/abatement and wastewater systems. Proven experience in greenfield fab construction, expansion, commissioning, qualification, ramp-up or major infrastructure upgrades. Strong project leadership capabilities with the ability to manage complex, cross-functional and high-value infrastructure programmes.
