Tender Engineer
Responsibilities:
- Tender Analysis & Strategy Development
RFP/RFQ Review: Thoroughly review Request for Proposals (RFP), Request for Quotations (RFQ), tender drawings, site reports, and project specifications.
Go/No-Go Decision Input: Perform initial technical and commercial risk reviews to assist management in deciding whether to bid on a opportunity.
Tender Strategy: Formulate bid strategy, identify value engineering options, and highlight potential commercial advantages or risks.
- Cost Estimation & Quantity Take-Off
Quantity Surveying: Perform detailed quantity take-offs (QTO) from tender drawings and specifications to build the Bill of Quantities (BOQ).
Cost Modeling: Calculate direct and indirect project costs, including manpower, equipment usage, materials, subcontracts, site overheads, transport, and contingencies.
Vendor & Subcontractor Quotes: Issue inquiries to suppliers and subcontractors, review and evaluate their quotations for technical compliance and cost competitiveness.
- Technical & Commercial Proposal Compilation
Technical Proposal: Draft detailed technical narratives, execution method statements, quality assurance plans, site organization charts, and preliminary construction schedules.
Commercial Proposal: Compile cash flow projections, pricing schedules, BOQ unit rates, payment terms, and currency breakdown structures.
Compliance Checks: Ensure the bid package meets all mandatory administrative, technical, and legal prerequisites (e.g., bid bonds, parent company guarantees, trade licenses).
- Clarifications, Negotiations & Contract Handover
Pre-Bid Meetings & RFIs: Attend pre-bid meetings and site visits; draft Requests for Information (RFIs) to clarify ambiguities in the tender documents.
Post-Tender Support: Respond to client post-tender clarification requests, prepare revised pricing for modified scopes, and participate in technical/commercial negotiation meetings.
Project Handover: Once awarded, organize formal handover workshops to transfer all tender assumptions, cost budgets, vendor quotes, and scope boundaries to the site execution and project management teams.
Requirements :
Bachelor’s Degree in Civil Engineering.
Not less than 3 Years of engineering experience.
Commercial Acumen: Strong understanding of profit margins, market pricing trends, risk allowances, and contractual liabilities.
Analytical Precision: High numerical capability and meticulous attention to detail during quantity take-offs and price build-ups.
Time Management: Proven ability to manage tight, non-negotiable tender submission deadlines while maintaining quality and accuracy.
Communication & Negotiation: Strong technical writing and presentation skills for compiling crisp proposals and negotiating with suppliers and clients.
