The primary purpose of this position is: To serve the Director of Information Protection (IP) and theNGB A2/6S Branch Chief for the Compliance and Training Branch for HQ Air National Guard (ANG)and Air National Guard Readiness Center (ANGRC).

Major duties

Plans, organizes, and directs the activities of ANG IPO, ensuring that the command collateral security program complies with legal and regulatory requirements and meets the needs of ANG Wing and unit commands and members. Develops goals and objectives that integrate organization and protection objectives. Exercises supervisory personnel management responsibilities. Plans and schedules work effectively and efficiently. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organizational and customer needs. Serves as the Branch Chief for NGB A2/6S Compliance and Training Branch and is the subject matter expert (SME) on core processes and procedures for Personnel Security (PERSEC), Physical Security (PHYSEC), Industrial security (INDUSEC), Information Security (INFOSEC) and SCI Cybersecurity. Advises the NGB A2/6S Division Chief, A2/6 Associate Director, and A2/6 Director on the oversight and administration of the Compliance and Training Branch for both collateral and SCI security programs. Serves as command's security enterprise risk management subject matter expert (SME). Advises theNGBA2/6S Division Chief, A2/6 Associate Director, and A2/6 Director on the risk management security function. Develops appropriate processes and procedures to measure future uncertainties in achieving security program and project performance goals and objectives for the division, directorate, and the command within defined cost, schedule, scope, and performance constraints. Serves as an ANG representative on inter-agency, intra-agency, and intergovernmental working groups, committees, and other governmental and industrial associates focusing on national security and intelligence community (IC) information protection. Interacts and collaborates with other agencies on a myriad of information protection issues. Interfaces with Office of the Director of National Intelligence(ODNI), Office of Personnel Management (OPM), Defense Counterintelligence and Security Agency(DCSA), DOD Consolidated Adjudication Services

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of all aspects of SAP security management to include personnel, physical, information, operations, communications, and classification management to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of a wide range of advance concepts, principles, and practices involved insecurity, including knowledge and experience of United States Codes, DOD, DNI, SAF/HAF, and MAJCOM-level policies related to information protection, threat management, and security, education, training, and awareness (SETA) oversight. 2. Mastery knowledge of multiple collateral, SCI, and SAP security disciplines to resolve difficult and complex problems for a multi-functional security program (i.e., INFOSEC, PERSEC, PHYSEC,INDUSEC, OPSEC, Cyber, and RM) within the organization. 3. Knowledge of organizational structures, missions, objectives, intelligence enterprise to support and promote information sharing and strategies. 4. Expert knowledge of analytical theories, processes, programs and practices in the required security technologies, tactics, techniques, and procedures (TTTPs) to assist supervisors and leadership in establishing and operating internal security programs to protect DOD, DAF, and SAPs. Demonstrated expertise in developing, analyzing, and evaluating security programs to meet security requirements. Expert knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media. 5. Sophisticated understanding and skill in applying broad or in-depth expertise in highly complex andambiguous situations. Skill in conducting reviews and analyzing and assessing security programoperations to include identifying deficiencies; measuring compliance, cconsistency, and effectiveness;and making recommendations for enhancements and improvements. 6. Proven ability to establish professional working relationships with coworkers, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful mission accomplishment. Strong writing and oral communication skills to inform and persuade. Ability to communicate effectively, both orally and in writing, with senior officials form a broad array of activities, including federal and local government, and industry. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of small to medium sized organization. Ability to analyze and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Other significant facts pertaining to this position are: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays assignments. 2. May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. 3. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 4. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 5. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). 6. Position includes additional program security requirements and may be required to take a random counter- intelligence polygraph if indoctrinated into certain programs. 7. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. 8. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O. 9. Completion of the DIA/DNI or NCSC Special Security Officer Course (virtually) is required within a year of the established EOD. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
