Major duties

THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the PROGRAM ANALYST, GS-0343-9, is to is to plan, analyze and/ or evaluate the effectiveness of line or operating programs. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. Reviews reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Manages the evaluation program to ensure required actions are tracked and completed. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Experience briefing managers and in communicating tentative recommendations regarding efficiency in program operations. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.

Qualifications

PROGRAM ANALYST, GS-0343-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience conducting studies of work processes and procedures; Experience identifying problems, reviews production standards, and makes tentative recommendations for problem resolution; Experience independently evaluating the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Education

Substitution of Education for Specialized Experience: Have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work required OR a combination of education and experience. (Only graduate education in excess of the amount required above may be used.)
