PRINCIPAL SARC (Title 5)
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: Human Resources Office (HRO), Middletown, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.
Major duties
This National Guard position is for a PRINCIPAL SARC (Title 5), Position Description Number T5898000 and is part of the CT ANG Headquarters, National Guard. UNDERSTUDY AUTHORITY: The understudy will be appointed at the lower grade than the target position and will not assume full performance level duties or be promoted to the full target potential until the target position is vacated (not applicable if the understudy currently holds the same grade as the target position). The understudy period will not exceed 120 days. JOB SUMMARY: The primary purpose of the position is to serve as the primary advisor for directing and coordinating Sexual Assault Prevention and Response (SAPR) activities at the state level. The Supervisory Principal SARC is supervised by The Adjutant General (TAG), or 1st GO at JFHQ with the Higher-Level Reviewer being TAG. Program and case management functions are evaluated by the SAPR Program Specialist at National Guard Bureau. This position has direct and unimpeded access to TAG and all other National Guard Commanders in the state, to include the immediate Commander of both the victim and the accused. This position directly supervises and evaluates activities carried out by the SARCs and SAPR Victim Advocates (VAs). No personnel, civilian or military, can perform the function of this role unless delegated. This position may perform case management functions to support a temporary surge or vacancy, in coordination with the SAPR Program Specialist. The major duties include, but are not limited to: Execute Department of Defense (DoD) and Service level sexual assault policy at the state level and serve as the principal advisor to state leadership advising on all SAPR-related matters and implementation of SAPR strategy. Supervise all National Guard SARCs and SAPR VAs within the state. Manage and oversee planning, implementation, and evaluation of all SAPR activities at the state level; adapt SAPR activities according to state risk and protective factors; and set strategic goals to align to organizational level policy and SAPR mission. Task SARCs and SAPR VAs with SAPR duties, provide technical expertise and oversight, and collaborate with rating official on performance feedback. Formulate state SAPR program objectives and priorities and implement plans consistent with the long-term interest of the state.
Qualifications
GENERAL EXPERIENCE: Must have a degree in behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in behavioral or social sciences? -OR- Combination of education and experience that provided you with knowledge of one of more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social science? -OR- Four years of appropriate experience that demonstrated that you acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience equivalent to at least next lower grade level. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. KNOWLEDGE, SKILLS AND ABILITIES: Skill in analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Knowledge of the organization and its mission and utilized the organizational staff procedures. Skill in applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Skill with conflict resolution and negotiation strategies, counsel on performance or behavior, and initiate corrective actions, maintaining professionalism and fairness. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors along with formulate and conduct installation level SAPR program assessments and evaluations, identify issues, conduct research, analyze, interpret, and apply laws, regulations, and polices to summarize results and make appropriate recommendations to senior leadership. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, both orally and in writing, applying conscientious attention to detail, tact, and diplomacy during interactions with internal, external, and high-level officials during difficult and sensitive circumstances with skilled communication, including developing rapport and actively listening to establish and maintain effective working relationships with organizations and individuals to enhance victim support and assistance. Knowledge of the DoD and Service-specific programs and structure, along with local, state, and federal laws; and military regulations, policies, and executive orders pertaining to sexual assault victim advocacy. Comprehensive knowledge of essential support and advocacy services, liaison resources, community networks, and best practices for aiding victims of sexual assault, adhering to established procedures. Knowledge of training and education techniques to implement and deliver sexual assault training and brief installation leadership, other SAPR VAs, first responders, and other stakeholders on the policies, practices, procedures, issues, and concerns associated with sexual assault and victim advocacy. Knowledge of the duties, priorities, commitments, policies, and program goals of the SAPR program sufficient to provide available and appropriate resources. CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. SPECIAL REQUIREMENTS: This position requires a security clearance (Secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
Education
No substitution of education for specialized experience. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
