Major duties

The primary purpose of this position is: To serve as administrator of Wing Plans and Programs Specialist (314 AW). Position is responsible for providing necessary support in planning, executing, program management, and staff analysis for work related to the development of war, peacetime, and contingency plans and programs for the 314th Airlift Wing (314 AW). Determines wing/unit effectiveness and efficiency through internal readiness analyses. Duties: Serves as Specialist, Wing Operations Plans. Serves as Alternate Readiness Cell Chief. Wing Alternate Operations Security (OPSEC) Signature Manager. Serves as Assist Chief of Wing Plans and Programs during installation's planning groups. Develops precise and detailed plans, contingent on operations, contingencies, and installation support agreements commensurate with installation readiness requirements. Weighs wing objectives during exercise planning.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of program disciplines, concepts, principles, practices and requirements encompassed with the overall Wing Plans Programs functions including Operation Plans, Conceptual Plans, Operations Orders, Defense Readiness Reporting Systems, Status of Resource and Training, Air Expeditionary Force Planning Tool, Foreign Disclosure, Signature Management, Military Deception, Operation Security, Foreign Military Sales logistics, Strategic Basing, Base Action Request, Functional Planning, and Crisis Management. Knowledge of wing planning disciplines to remain in concert with overall AF visions, goals, and objectives while performing in accordance with operational needs. Knowledge of analytical methods for determining and evaluating readiness reporting conflicts, shortfalls, limiting factors as well as other specialized areas to ensure mission requirements are properly reported. Knowledge of state-of-the-art readiness reporting systems, practices and procedures for planning and implementing reporting processes are required. Knowledge of the multiple processes are imperative and involved in the strategic plan development and implementation by the incumbent. Detailed knowledge of Risk Management principles and the ability to employ the latest Risk Management techniques and programs as well as an understanding of deliberate and crisis action planning for operational planning. OR EDUCATION: I have successfully completed a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoW, agency, federal, state, and local guidance and procedures involved in planning a wing/center exercise program designed to assess mission readiness and sustainability. Knowledge of Air Force, MAJCOM, and wing/center mission goals and objectives, and the relationship of the various offices involved in exercise planning and execution of military operations and assessments. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment of wing/center plans, to adapt existing strategies to meet unusual needs, and recommend solutions to meet mission requirements. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement exercise plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
