MOTOR VEHICLE OPERATOR (FORK LIFT OPERATOR)

The primary purpose of this position is to operate a variety of gasoline, diesel, or electric powered wheeled vehicles, with a gross vehicle weight up to and in excess of 32,000 pounds to/from various location on/off the installation over public roads, requiring route planning and extensive vehicle/load preparation, and to deliver routine and hazardous, classified.

Major duties

  • Drives tractor trailers and/or other vehicles typically having a GVW up to and in excess of 32,000 pounds.
  • Operates one or more electric, LPG, or diesel powered fork lift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches to facilitate loading and unloading duties.
  • Drives one or more types of passenger buses which carry 16 or more passengers.
  • Drives one or more types of light trucks such as pickup trucks, panel trucks, and flatbed trucks to transport supplies, materials, and equipment on/off the installation.
  • Utilizes government computer systems (OLVIMS, CMOS, ILS-S etc) to maintain 100% accountability of all assigned vehicles, tasks and Department of Defense property to include Equipment items, Classified/Cryptography items, and similar Transportation Protected Service related cargo.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-5703 MOTOR VEHICLE OPERATOR (FORK LIFT OPERATOR) without more than normal supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, heavy load in-line trucks, or interstate motor coaches.
  2. Knowledge of operating one or more electric, LPG, or diesel powered fork lifts up to 10,000 pound capacity. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and fork lift operations.
  3. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo from damage.
  4. Knowledge of general computer systems, documentation and records keeping, asset tracking/accountability.
  5. Ability to judge road/traffic conditions and read maps to determine the shortest and safest route; interpret instructions, specifications, etc. related to motor vehicle, fork lift, and power take-off unit operation and preventive maintenance; and meet pickup and delivery deadlines/schedules.
  6. Knowledge of operating buses capable of carrying 16 or more passengers.

Physical Effort Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance.

Working Conditions are exposed to the danger of serious accidents. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. They drive in heavy traffic and at highway speeds over complicated road and interchange systems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
