FINANCIAL MANAGEMENT SPECIALIST
The primary purpose of this position is to serve as the MAJCOM financial management analyst managing and reconciling the command's accounting records, Financial Improvement and Audit Remediation, Quality Assurance, Risk Management Internal Control Program and Financial Services functions. Performs review and analysis of all accounting reconciliations conducted at both the installation and MAJCOM level. Reviews data for compliance on the government travel and purchase card programs systems.
Major duties
Provides financial, systems, and accounting support to agency commanders and resource management personnel. Develops detailed plans, goals, and objectives for the long-range implementation and administration of thecommand's financial programs and also develops criteria for evaluating the effectiveness of such programs. Forecasts trends based upon analysis of performance indicators and proposes corrective actions as required. Maintains close liaison with AFSOC Budget Division, SAF/FMFA, SAF/FMFO, USSOCOM, DFAS and otherMAJCOM comptroller functionals. Establishes policy and procedures for use within the command's financial services/operations. Formulates, develops, and interprets financial management data for all levels of management, and reviews, revises,and implements financial systems and procedures for the command.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations and guidelines of financial oversight and management sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines, sufficient to analyze financial relationships and develop recommendations for financial actions under conditions such as uncertainty due to short and rapidly changing program and financial deadlines and objectives, gaps and conflicts in program and financial information, lack of predictive data, conflicting program and financial objectives, or changing guidelines for the work; detailed, intensive knowledge of departmental and command policies, processes, procedures and regulations to issue instructions on and review installation level Financial Services operations; and knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of departmental pay, travel and purchase card programs financial systems policies, accounting processes and procedures and regulations for the Financial Services Office. Knowledge of management principles, objectives, and techniques. Skill in using desktop computer and application software programs (i.e., Word processing, spreadsheet, WAWF, CITIMANAGER, AXOL, DEAMS, FMSuite, etc.). Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relations. Ability to participate in study teams and originate new ideas, projects and methodologies. Ability to gather facts, assemble and analyzes data, evaluate and make sound decisions and correct deficiencies. Ability to plan, direct, and coordinate difficult and complex programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
