ENGINEERING EQUIPMENT OPERATOR LEADER (CRANE OPERATOR)

The primary purpose of this position, ENGINEERING EQUIPMENT OPERATOR LEADER (CRANE OPERATOR), WL-5716-11, is to serve as an Engineering Equipment Operator/Ordnance Handler Leader for the Navy D5 De-mil. program at the Utah Test and Training Range.

Major duties

Lead a team of trades and/or labor workers. Perform work, as the Lead Operator/Ordnance Handler, assist and provide OJT in the operation boom cranes, heavy equipment including tractor/trailers, snow removal equipment in a variety of outdoor areas where maneuverability is limited and precise load placement is critical. As a lead Equipment Operator/Ordnance Handler on a fully qualified and certified crew in Conventional (Conv.) and/or Large Rocket Motor (LRM) Operations, is capable of performing all tasks related to the safe and efficient shipping, receiving, storage, inventory, housekeeping, and related duties for Arms, Ammunition and Explosive (AA&E) commodities. Perform operational tasks, in compliance with Standing Operating Procedures (SOP) or other similar task guidance procedures, for the safe and efficient execution of shipping, receiving, and warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Responsible for helping to maintain a work environment that is safe, professional, free from harassment (i.e. sexual, racial, religious, age, etc) and is conducive to a harmonious work atmosphere.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Lead Or Supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order)
• Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation)

• Reliability and Dependability as an ENGINEERING EQUIPMENT OPERATOR LEADER (CRANE OPERATOR).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: Heavy physical effort is used in constantly reaching, bending, turning, and moving arms, feet, legs to operate controls, levers, clutches, and brakes on the equipment and attachments. Strain is caused by the constant vibration, jerking, and jolting from operating on rough surfaces. Occasionally moves object weighing up to 50 pounds with the help of others or lifting equipment. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring positions.

WORKING CONDITIONS: The employee works inside and outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Works near and around large munitions. May be exposed to grease, fumes, solvents, high noise, vibrations, and exposure to injury from the possibility of equipment overturning. May be required to wear protective clothing such as hard hats, steel-toed shoes, gloves, masks, and aprons.
