ENCHANCED USE LEASE (EUL) ASSET MANAGER

The primary purpose of this position is to serve as a Realty Specialist for the Air Force's Enhanced Use Lease Program (EUL) responsible for developing, establishing, implementing, and controlling contractual, financial and technical aspects of assigned projects through designated EUL phases.
Major duties
Develops, implements, and controls contractual, financial, and technical aspects of a project/programs through designated phases of the EUL process. Plans, organizes, directs, and coordinates activities of functional specialists at installations, MAJCOMs, other FOAs, etc., including contracting, real estate, engineering, program control, in support of AF EUL program. Reviews and directs the progress of contractors in meeting EUL program objectives. Participates in conferences and meetings to deliver presentations on EUL project/program status, accomplishments, challenges encountered, anticipated support requirements, and the integration and advocacy of program and project objectives. Prepares, presents project status challenges and provides alternative to a myriad of challenges to the Division/Branch and/or other management officials. officials.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in establishing management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems; Coordinates frequent program changes and engineering compromises to assess the resulting changes in other areas or the program; Generates specific plans, goals, and objectives consistent with policies and requirements; Provides input into source selection and contractor monitoring of EUL phases from development through completing lease instrument.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of EUL program and real property asset management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge or the missions, roles, functions, organizational structures, and operation or the Department of Defense, Air Force, and other entitles that govern, interface with, and/or influence the acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety or acquisition functions and personnel in support of the process. 7. Knowledge of the application of environmental compliance and natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools. 8. Knowledge or energy, housing, and real estate/asset management principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies, directives, and procedures. 9. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards or the DoD planning, programming, and budgeting system (PPBS). 10. Knowledge of standard construction and contracting regulations, practices, and procedures. 11. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
