The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Inspection Agency, Enterprise Support Directorate, Analysis Division.

Major duties

Plans, organizes, and directs the activities of Enterprise Support Directorate Analysis Division, ensuring that (functional work area) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Air Force Inspection Agency with a variety of installation and functional area organizations. Performs a broad range of complex and controversial qualitative and quantitative assessments of programs, policies and issues, which have major impact on Air Force policy, readiness, effectiveness and efficiency. These products facilitate the identification and determination of alternative ways to accomplish various missions across the Air Force's Major Commands. Using knowledge of the IG enterprise, analytical expertise, continuous process improvement (CPI) and staff expertise, prepares position papers and presents high level briefings. Oversees the operation and management of Self-Assessment, Exercise, Inspection, Security and Training programs for the Directorate and as necessary for the Agency.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics. Professional knowledge of the body of knowledge of the theory, principles, methods, practices and techniques of analysis of inspection along with the knowledge of research methods and assessment techniques to produce leading indicators on program health. Knowledge in all major functional areas of the Air Force Inspection system to include Unit Effectiveness Inspections, Commander's Inspection Program, Management Inspections and data analysis used to provide senior leaders data-driven recommendations for improvement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of the body of knowledge of the theory, principles, methods, practices and techniques of analysis of inspection along with the knowledge of research methods and assessment techniques to produce leading indicators on program health.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability to negotiate complex issues and maintain good working relationships.
  4. Expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics.
  5. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  6. Knowledge in all major functional areas of the Air Force Inspection system to include Unit Effectiveness Inspections, Commander's Inspection Program, Management Inspections and data analysis used to provide senior leaders data-driven recommendations for improvement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
