The primary purpose of this position is to To serve as Assistant Chief of Operations in charge of the managementand control one of two alternating 24-hour shifts, supervising all firefighters in fire ground situations aswell as theperformance of care and maintenance of apparatus and equipment.

Major duties

  1. As an Assistant Chief of Operations on a 24-hour duty shift, participates in the administration andplanningof a comprehensive fire prevention and firefighting and rescue program of a sufficient magnitude attheinstallation.
  2. Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief or DeputyFire Chief.Determines the best course of action to minimize loss or damage from fires or explosions.
  3. Supervises fire alarm communication center operations to ensure all firefighting equipment andpersonnel aredispatched as required.
  4. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

Conditions of Employment continued This position works 144-hour bi-weekly tour of duty and subject to rotating assignments between all fire stations to meet staffing requirements in support of the mission. Subject to recall and is inclement weather position. The incumbent will be required to wear uniform, use personnel protective equipment and self-contained breathing apparatus. This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. The work requires the employee to drive a motor vehicle. An appropriate valid driver's license is required and position requires the ability to discern colors, contrast, and depth. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. No alternatives available to support and be removed from any military recall status. The incumbent must have and maintain a secret security clearance as condition of employment. Employee must be able to obtain and maintain a secret security clearance as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes:

  • (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade;
  • (2) rescue operations;
  • (3) detection, reduction, or elimination of potential fire hazards;
  • (4) operation of fire communications equipment;
  • (5) controlling hazardous materials incidents and/or
  • (6) developing, implementing, or providing training in fire protection and prevention.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902].

Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Please attach copies of certifications when you submit the resume to verify qualification requirements for the position. Certification requirements for this position are: Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II). The incumbent of this position must have completed the following Federal Emergency Management Agency (FEMA) Courses: Incident Command System 100, 200,300, 400, 700, 800. The incumbent of this position must be current and maintain Emergency Medical Responder (EMR) or higher and CPR/AED certifications as a condition of employment.

FF Certs Obtained After EOD: The incumbent must successfully complete the requirements under the Air Force Fire Emergency Services Credentialing (FESCRE) Program as Incident Commander within 365 days of hiring as condition of employment. The incumbent of this position must sustain NWCG Wildland Red Card requirements to include annual work capacity test. If the incumbent does not currently hold the WLF Red Card, they must complete all academic and work capacity test requirements within six months as condition of employment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations.
  2. Knowledge of the operation of fire department communications equipment.
  3. Ability to operate and direct others in operating under stressful and dangerous conditions.
  4. Ability to formulate and effectively implement firefighting/emergency response plans and to direct personnel in such operations.
  5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization.
  6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
