BUDGET ANALYST

This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023 This position is part of the Air Force Elements, U.S. Transportation Command.

Major duties

As a BUDGET ANALYST at the GS-0560-7/9/11/12 some of your typical work assignments may include: Formulates and develops assigned portion of the USTRANSCOM Transportation Working Capital Fund (TWCF) Budget. Responsible for executing USTRANSCOM resources for assigned program area. Provides financial advisory services to the USTRANSCOM senior managers, TRANSCOM Oversight Council (TOC) members, Resource Advisors (RA) and staff on all USTRANSCOM financial management matters relative to all funds received by USTRANSCOM from various sources. Researches appropriate regulations as well as appropriations law precedents, in consultation with legal staff, to ensure the Command's financial programs are properly developed and executed. If selected below the GS-12, duties will be performed in a developmental capacity.

Qualifications

You may qualify at the GS-07, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service: Utilizing commonly-used budget and/or finance practices, procedures, regulations. precedents, policies, and guides. Assisting in applying methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones.; OR B. You have 1 full year of graduate level education or superior academic achievement; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify at the GS-09 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below: Applying standard budget and finance regulations, procedures, and precedents to formulate and track developmental budgets. Gathering, verifying, and analyzing factual financial data from database systems to identify historical trends. Tracking obligations, expenditures, and allotments to ensure funding limits are not exceeded.; OR B. A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related., OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below: Performing budget formulation, justification, and execution for substantive programs or organizational segments Utilizing various analytical techniques and models to project multi-year funding needs Preparing narrative justifications and statistical reports to support budget requests Providing financial guidance to program managers regarding budget cycles, policy compliance, and resource availability.; OR B. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree ORLL.M., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You may qualify at the GS-12 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Formulating, executing, and analyzing complex, multi-year budgets for both appropriated funds and revolving or industrially funded accounts. Independently conducting detailed execution trend analyses, determining unit cost relationships, and identifying causative factors for cost variances. Advising senior leadership and program managers on complex budget strategies, resource distribution, and long-range financial plans. Researching and interpreting federal regulations, statutory guidelines, and appropriations law precedents to resolve complex funding issues.

Education

FOR GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level. FOR GS-9 and 11: ARE YOU USING YOUR EDUCATION TO QUALIFY? GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
