SUPERVISORY YOUTH PROGRAMS SPECIALIST

The primary purpose of this position is: Provides an overall safe and healthy environment to stimulate and sustain the interest of youth; full oversight of organized educational, developmental and recreational programs for ages 3 to 18.

Major duties

Serves as the Youth Programs Director for a diversified child care, educational andrecreational program at JBSA, which comprised of active and retired military family members andauthorized DoD civilians, including contract personnel. Exercises supervisory personnel management responsibilities. Prepares APF and NAF budget and analyzes and tracks financialstatements, which include expenditures required to conduct the youth and teen programs. Directly supervises and administers fire, safety and healthy programs and facilitymanagement. Directs and provide oversight to all aspects of recurring and non-recurring activities, special events and joint military and civilian community partnerships undertakings to ensure make maximum use of facilities, services, and other resources.

Qualifications

Continuation of Conditions of Employment: A pre-employment physical examination with a renewal at least every three years, and specified immunization are required. This is a drug testing designated position. The incumbent is subject to random testing for druguse. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's Degree (or higher Degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as, but not limited to child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to include education, social work and psychology in addition to nine credit hours in leadership, management and/or administration be filled. OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes directing and adapting comprehensive youth programs using advanced developmental theories and resource-optimized educational methodologies to meet diverse community needs; analyzing program effectiveness and leverage rigorous assessment techniques to drive continuous quality and operational improvements; enforcing food service safety regulations and facility standards to ensure a highly secure, compliant environment. delivering specialized staff training and parent education programs that strengthen team capability and community partnerships; administering and executing Appropriated Fund (APF) and Non-Appropriated Fund (NAF) budgets to achieve strategic program milestones; collaborating and negotiating tactfully with military leadership, youth, families, contractors, and volunteers while delivering clear, persuasive executive briefings. OR EDUCATION: Successful completion of a Ph.D. or equivalent Doctoral Degree or 3 full years of progressively higher level Graduate education leading to such a Degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of youth development, education and recreation principles, concepts, methods and techniques to plan and direct a diversified Youth Program, including health and safety requirements and child abuse identification reporting and prevention methods. Knowledge of regulatory requirements, policies and practices governing the operation of youth programs, e.g, fire health, safety, facility requirement, food service regulations, design criteria, and equipment requirements, Ability to evaluate and monitor compliance with afore mentioned requirements. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program goals and objectives. Skill in supervising a subordinate staff. Knowledge of personnel policies, staffing practices, and ability to supervise and mentor staff at all levels of professional development. Knowledge and ability to plan, conduct and supervise training for Youth Program staff in program related subject matter, as well as parent information program. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Ability to communicate effectively with a diverse group of individuals, orally and in writing. Ability to communicate effectively with a diverse group of individuals, orally and in writing. Skill in determining the qualifications and suitability of adults to work with youth. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
