The primary purpose of this position is: This position will serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory branch employees.

Major duties

Plans, organizes, and directs the activities of the branch, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Center with a variety of installation and functional area organizations. Serves as a Program Manager (PM) and Senior IT Specialist. Plans, schedules, and controls Air Force computer software systems, systems development, and related projects supporting Air Force operations. Serves as the focal point for planning, management, and coordination of the IT lifecycle of assigned IT projects. Responsible for planning, managing, and coordinating the lifecycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities required to sustain system fielding.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience equivalent to the GS-12 grade level or equivalent in other pay systems. Specialized experience includes: Direct, control, monitor, and integrate the activities involved in the lifecycle of IT systems, activities, services, processes and capabilities; Application of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of service s throughout the agency; Implementation of application software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. Expert knowledge of interrelationships of multiple IT disciplines and specialties, the agency's IT architectures, and new IT developments and applications to include business requirements of customer organizations; systems development principles and approaches; information systems security principles and concepts; applications software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods. Expert in applying emerging technologies and their applications to business processes and IT security concepts, standards, and methods Expert knowledge of program management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Knowledge of Air Force and command program goals and objectives, organizational structures and the relationship of various DOD and command entities involved in overall planning; sequence and timing of key operational events; milestones; execution of military operations and evaluations; the PPBS support process; and methods of evaluating the effectiveness of planning actions related to actual events to provide command level staff guidance and/or conduct studies. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors, and private industry. Ability to analyze, plan, organize, and direct the functions and work operations or one or more organizational segments; and direct mentor, motivate, and appraise the Program Management Office staff to meet program requirements and objectives within available resources. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
