The primary purpose of this position is: To serve as Fire Chief of Joint Base San Antonio, sharing with the Division Chief thefull scope of responsibilities for the overall management and supervision of the fire protection/crash rescue and fireprevention program JBSA-Lackland AFB, Randolph AFB and Fort Sam Houston.
Major duties
Plans, organizes, and oversees the activities of the Fire Protection Flight. Develops goals and objectives that integrate organization and Civil Engineering objectives. Exercises supervisory personnel management responsibilities. Represents the Fire Protection Flight with a variety of installation and functional area organizations. Assumes full charge at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions toAssistant Chiefs on the scene or other personnel as to the procedures to be followed. Determines need, budgets for, and recommends acquisition of additional and/or different fire protection, firefighting, andspecialized rescue equipment, contract services, formal training, etc.
Qualifications
Continued Conditions of Employment: This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes manage and supervise fire protection/crash rescue and fire prevention program; manage all activities relating to fire protection, prevention, and aircraft rescue; perform all phases of fire protection planning and engineering, inspection and prevention, firefighting and rescue services; provide administration involved in maintenance of fire incident and operations records and reports; and exercise authority and overall management of the organization and direction of subordinate branch supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fire protection/prevention theories, principles, methods, techniques, and practices to establish policies andprocedures and administer a comprehensive fire protection program. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to operate and direct others in operating in stressful and dangerous conditions. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to formulate and effectively implement firefighting/emergency response plans and to direct personnel in such operations. 6. Ability to communicate both orally and in writing. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer IV, Fire Instructor II, Fire Inspector II, HAZMAT Incident Commander, and Airport Firefighter. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
