EMERGENCY MANAGEMENT SPECIALIST

The primary purpose of this position is: To develop, review, coordinate and execute the installation's EM and CBRN Defense programs in support of Joint Service, the DoD, DAF, major commands/field commands, Numbered Air Force federal, state, local, and host nation plans in the mission area(s) of prevention, protection, mitigation, response, and recovery.
Major duties
Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM and CBRN Defense. Conducts installation EM assessment and interprets and analyzes assessment results. Evaluates EM program to ensure compliance with established guidance. Coordinates and conducts initial and recurring training for functional areas of EM. When class size requires additional instructors, assists with conducting installation level EM and CBRN defense related training for first and emergency responders, specialized teams, and installation personnel. Serves as Emergency Support Function-5 (ESF-5), EM representative in the EOC and CBRN Control Center. Provides guidance on mitigation, preparedness, response, and recovery.
Qualifications
Conditions of Employment Cont: Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. The work may require the incumbent to obtain and maintain a Secret security clearance. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0089. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Develops, updates, and coordinates the Installation Emergency Management Plan (IEMP). Establishes IEMP objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Homeland Security Presidential Directives (HSPDs), National Incident Management System (NIMS), Defense Support to Civil Authorities (DSCA), DoD guidance and consequence management (CM). Ensures EM planning and response actions are integrated in the installation Anti-Terrorism Force Protection (AT/FP), Medical Contingency Response, Disease Containment, state, local, and host nation plans (as applicable); Emergency Operations Center (EOC), and chemical, biological, radiological, or nuclear (CBRN) control center checklists. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, methods, and information security practices for integrating esoteric information system components with sufficient expertise to plan, coordinate, and administer computer systems, and optimize system performance. 2. Knowledge of the latest advancements in secure information technology and ability to initiate corrective or preventative action to ensure optimum performance of the system. 3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. 4. Knowledge on unique operating systems, associated devices, and the interoperability of test lab systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and secure performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Ability to apply expert methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to engineers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
